The canton of Épinay-sur-Seine is a French constituency in the arrondissement of Saint-Denis , in the department of Seine-Saint-Denis and in the region of Île-de-France ; its capital is Épinay-sur-Seine . Serge Méry (initially PS , then DVG ) was a representative in the General Council of the Département from 1997 to 2011 . He was followed by Hervé Chevreau (first MoDem , then UDI ).
