The District of La Courneuve is a French constituency in the arrondissement Le Raincy and Saint-Denis , in Seine-Saint-Denis and the region Ile-de-France ; its main town is La Courneuve . Stéphane Troussel ( PS ) has been a representative in the General Council of the Département since 2004 .
