The Canton Tourlaville is a French canton in the Arrondissement of Cherbourg , in the department of Manche in the region of Normandy ; its capital is Cherbourg-en-Cotentin . André Rouxel ( PS ) has been a representative in the General Council of the Département since 2008 .
