The canton of Coutances is a French constituency in the arrondissement of Coutances , in the department of Manche and in the region of Normandy ; its main town is Coutances , representatives in the General Council of the department have been Jean-Dominique Bourdin ( UDI ) and Anne Harel ( DVD ) since 2015 .
