Karl Philipp Francke (born January 17, 1805 in Schleswig , † February 23, 1870 in Kiel ) was a German administrative lawyer and member of parliament in Schleswig-Holstein and Coburg.

Life

Francke studied law at the Georg August University of Göttingen , the Ruprecht Karls University of Heidelberg and the Christian Albrechts University of Kiel . He was a member of the Corps Holsatia Göttingen (1824), the Old Heidelberg Burschenschaft (1825), the Corps Holsatia Heidelberg and the Corps Holsatia Kiel . From 1827 he worked in the Schleswig-Holstein-Lauenburg office in Copenhagen. In 1835 he was transferred to the General Customs Chamber and Commerce College and was in charge of the customs and trade affairs of the duchies until 1848.

Frederick VII (Denmark) wanted to appoint him Minister of Holstein and Lauenburg in the March Revolution (Denmark) in 1848 . Francke refused because he saw the separation of Holstein from Schleswig as a violation of the rights of the duchies. When the incorporation of the Duchy of Schleswig had been pronounced on March 24, 1848 , Francke resigned from all his offices and left Copenhagen, whereupon the Provisional Government (Schleswig-Holstein) appointed him President.

Elected to the Frankfurt National Assembly as a member of an electoral district in Schleswig , he was on the side of the constitutional and hereditary imperial party. He worked as a representative of the Schleswig-Holstein government at the German Confederation (since November 1848) for the energetic leadership of the Schleswig-Holstein War (1848-1851) . After the dissolution of the parliament, he returned to Schleswig, where he took over the finance department there in August 1849 and also that of foreign affairs in June 1850, until the submission of the state to the federal execution of its public effectiveness set a goal on January 31, 1851.

It was proscribed by the Danish government , but received the presidency of the state government in Coburg from Ernst II (Saxe-Coburg and Gotha) in October 1851 . After settling the affairs of the Duchy of Saxe-Coburg and Gotha , he became a secret councilor of the department for Coburg. In 1863 - at the time of the federal execution against the Duchies of Holstein and Lauenburg in 1863  - he took his provisional release. In November 1863 he joined the ministry formed by Friedrich VIII of Schleswig-Holstein and remained the duke's confidante and loyal advisor.

After the failure of the Augustburg claims he stayed away from public life, retired from Duke Friedrich. Elected to the Prussian House of Representatives in the fall of 1867 , he officially joined the left-wing center with the majority of Schleswig-Holstein MPs, over which he split up with Duke Friedrich. In the 2nd session of the 10th legislative period he belonged to the Right Center , in the 3rd session to the Free Conservatives . He was also a member of the Reichstag of the North German Confederation . He died in Kiel at the age of 65. One son was the social reformer Ernst Francke .
