Karl von Horn (1807-1889)

Karl Wilhelm Georg Heinrich Horn , von Horn since 1865 , (born October 26, 1807 in Berlin ; † May 18, 1889 ibid) was a Prussian administrative officer. He was President of the Provinces of Poznan and East Prussia .

origin

His parents were Anton Ludwig Ernst Horn (1774-1848) and his second wife Dorothea, née Martens (1786-1853). His father was a professor of medicine, a real secret medical councilor and a member of the scientific deputation.

Life

To the Dr. iur. after receiving his doctorate , he entered the Prussian judicial service as an ausculator at the Berlin City Court in 1829 . From 1835 he was an assessor at the higher court and from March 1840 a government assessor . In September 1840 he was appointed government councilor and legal advisor at the police headquarters in Berlin . In 1843 he moved to the Prussian Ministry of the Interior as an unskilled worker. In 1844 he was appointed to the secret finance councilor in the Ministry of Finance. There he was ministerial director between 1849 and 1862 . Horn was a member of the Prussian State Council from 1853 . Until 1863 he was also a member of the court for the decision of conflicts of jurisdiction. In 1854 Horn received the title of Real Secret Chief Finance Councilor. From 1862/63 to 1869 he was President of the Province of Poznan. At the same time he exercised the office of district president in Poznan . In 1865, he was by William I. ennobled . In 1868 he was appointed to the Real Privy Council with the title of Excellency . From 1869 he was President of the Province of Prussia (from 1878 Province of East Prussia) and as District President in Königsberg . During his time, in 1873, German-language teaching was introduced in all of the provincial primary schools that had not yet been German-speaking. At pressure from Otto von Bismarck , he was retired in 1882. Among other things, he was the owner of the Grand Cross of the Red Eagle Order .

On May 17, 1846, Horn married Dorothea (Doris) Martens (1828–1889) in Berlin. The couple had several children:

Horn was the uncle of the district president of the same name of the Marienwerder district, Karl von Horn (1833-1911).
