List of guest speakers in the German Bundestag

The right to speak in the German Bundestag is limited to the members of the Bundestag and the members of the Bundesrat and Federal Government as well as their agents. In exceptional cases, however, guest speakers in the Bundestag had their say, particularly on January 27, International Day of Remembrance of the Victims of the Holocaust . Other exceptions are foreign guests and speakers at memorial meetings and ceremonial acts. There is no legal basis according to which non-parliamentarians are granted the right to speak. According to the minutes, these speeches were given outside the regular plenary sessions or agenda. The first guest speaker was Arthur Woodburn in 1951 as head of a British parliamentary delegation.
