The Medienanstalt Hamburg / Schleswig-Holstein (MA HSH) has been the joint media authority of the states of Hamburg and Schleswig-Holstein since March 1, 2007 . It emerged from the merger of the Hamburg Institute for New Media (HAM) and the Independent State Authority for Broadcasting and New Media (ULR) of the State of Schleswig-Holstein. The establishment is based in Norderstedt . Thomas Fuchs has been the director since January 15, 2008.
tasks
As an independent public-law institution, MA HSH is the regulatory authority for private broadcasting in Hamburg and Schleswig-Holstein. It decides on the approval and allocation of radio and TV programs. The MA HSH also monitors the broadcasters it has licensed with regard to the provisions of the protection of minors and the advertising guidelines. In addition, the MA HSH sees itself as the point of contact for users. It examines complaints against broadcasters and promotes media-related discourse in Hamburg and Schleswig-Holstein through events.
Another important task of the MA HSH is the promotion of media skills. The focus here is on the online use of children and young people, who are to be helped to use the new media safely with various measures.

The director manages the business of MA HSH. Thomas Fuchs has been the director since 2008, and was re-elected early in January 2012 for a further five-year term. The director prepares the resolutions of the media council and implements them. He checks compliance with the admission and allocation notices and is responsible for setting and collecting fees, expenses and levies. In addition, he represents the interests of MA HSH in cooperation with the other state media authorities. It implements the decisions of the Commission for Licensing and Supervision , the Commission for Youth Media Protection and the Committee Chairpersons Conference. Thomas Fuchs has been the coordinator of the Network, Technology, Convergence Committee of ZAK / DLM since January 2014. Deputy Director of MA HSH is Wolfgang Bauchrowitz.
Media Council
The MA HSH Media Council issues permits and decides on the allocation of transmission capacities. It also determines violations and decides on supervisory measures and administrative offenses. The Media Council decides to support projects to promote media skills. The committee is responsible for determining the budget of the MA HSH as well as electing and dismissing the director.
The media council consists of 14 members, 7 of whom are elected by the Hamburg parliament and 7 by the Schleswig-Holstein state parliament. The incumbent media council of MA HSH was constituted on September 12, 2012. The chairman is Lothar Hay . Furthermore, two of the Schleswig-Holstein members of the media council are also members of the OKSH-Anstalt's advisory board .

Protection of minors and media skills promotion
The MA HSH is responsible for monitoring the protection of minors in television, radio and the Internet. Based on the provisions of the State Treaty on Youth Media Protection (JMStV), MA HSH monitors compliance with airtime restrictions and sanctions violations.
Since a control of the providers quickly reaches its limits, especially on the Internet, the MA HSH supports projects to promote media skills. Children and young people should be given the opportunity to navigate the Internet safely without losing sight of the possibilities of the new media.
MA HSH projects to promote media skills include the media skills magazine scout for parents and educators, which appears twice a year. Under the title Schein & Sein , the MA HSH has developed a handout for teachers that deals with scripted reality formats as well as the opportunities and problems in social networks . The MA HSH also demands uniform labeling for scripted reality formats.
The MA HSH also supports a large number of projects to promote media skills. It works with the other state media authorities, associations, the public media (Open Channel Schleswig-Holstein and TIDE) and individual schools.
