Cooper began his career with small bore rifles in New Zealand, where his father was stationed with the Royal Navy . From 1970 he took part in competitions. In 1978 he founded his company Accuracy International , with which he initially only produced sport rifles (later production was mainly converted to military orders). In 1984 he relegated Daniel Nipkow and Alister Allan to their places, four years later he was on the podium with Allan and Kirill Iwanow .

Cooper succumbed to a brain tumor diagnosed just eight months earlier. He died at his home in Eastergate, West Sussex .
