Michael Adam (born December 9, 1984 in Zwiesel ) is a German politician ( SPD ). From December 1, 2011 to November 30, 2017, he was District Administrator of the Regen district and previously Mayor of the Bodenmais market from May 1, 2008 to November 30, 2011 .

Political career

Adam comes from a social democratic family. He himself has been a member of the SPD since December 2004 and has held various political offices: Among other things, he was chairman of the Juso sub -district of Regen , chairman of the Juso district association of Niederbayern , chairman of the SPD local association Bodenmais, chairman of the SPD district executive committee of Lower Bavaria, member of the SPD - State Board of Bavaria and Deputy Chairman of the SPD sub-district of Regen as well as a member of the Bavarian Schwuso State Board .

Local election 2008

At the local elections in 2008 , the Bodenmais market in the Bavarian Forest was in a precarious financial situation with organizations close to the community and was about to be forced into administration. In this situation Adam competed against the CSU politician Fritz Wühr, who had been in office for 18 years, and received 56% of the votes in the runoff election on March 16, 2008. Shortly before the runoff election, Adam came into the focus of German and Austrian media. Only the first aspect was discussed in the election campaign, other individual attempts failed due to the indignation of the population. His choice was discussed in gay media outside of Germany. Adam was interpreted by some as a symbol of change in Bavaria; the CSU could no longer "soak up all styles of life [..] and bind them to themselves". When he took office as mayor of the Bodenmais community on May 1, 2008, at the age of 23 he was the youngest incumbent mayor in Germany and the youngest Bavarian mayor ever.

In the local elections in March 2008, Adam was also elected to the district council of the Regen district.

Bundestag election 2009

After the withdrawal of the mayor of Frauenau , Herbert Schreiner, Adam was nominated on October 25, 2008 by the SPD constituency conference in Straubing as a candidate for the 2009 Bundestag election in the constituency of Straubing and was in penultimate position on the state list when he was first running. He achieved a result of 22.4%, his opponent Ernst Hinsken (CSU) achieved 55.4%. Adam announced that he would continue to seek a mandate from the Bundestag.

District election 2011

In August 2011, after the death of the Regen district administrator, Heinz Wölfl , Adam announced that he would be standing as an SPD candidate for office. In the district election on November 13, 2011, Adam received 42.66% of the vote and thus the most of all five candidates. In the runoff election on November 27, 2011, he was elected the youngest district administrator in Germany with 57.32%.

District election 2017

On March 17, 2017, Adam announced in a press release that he would no longer stand in the district election on September 24, 2017. This is done so that he can resume his incomplete studies. Adam left office on December 1, 2017. His chosen successor is Rita Röhrl , also an SPD.

successes

Adam managed to advance important projects in the district during his tenure as district administrator:

  • Planning and construction of the first section of the bypass road for Kirchberg im Wald ,
  • Foundation of a district development company,
  • Continuation of the Regen ice rink,
  • Expansion of the district hospitals by a medical care center and
  • The maternity ward in Zwiesel is back in operation .

Controversy

Criticism of the leadership of the Bavarian SPD in 2012

In November 2012 Adam criticized the leadership of the Bavarian SPD, especially its chairman Florian Pronold , and the SPD regional association. Markus Rinderspacher vigorously rejected this criticism. Adam, however, stuck to the content of his statements, but regretted that they were made public.

Bundestag election 2013

Adam attracted inner-party and media attention when he declared in September 2013 that he had given the CSU his second vote in the current federal election because the Bavarian SPD leadership gave a “devastating picture” and he “personally not eligible for election” as the leaders of the state list “Hold. He wanted to set an example.

Private use of the duty room for intimate meetings

In November 2013, an article in a nationwide tabloid caused a sensation, in which it reported about intimate meetings of the district administrator in his office. Adam admitted this and other meetings both in the Regen district office and during his tenure as mayor in the town hall of Bodenmais (a total of six sexual contacts in the two service buildings), as well as taking a prescription drug in this context. Adam emphasized that his actions were not prohibited by law. The district president of Lower Bavaria saw no reason to initiate legal steps. From circles of the SPD of the district Adam was recommended to run early for the local elections in March 2014, which he refused. In this context, it was also discussed whether the awareness of his meetings was triggered by Adam's frequent use of social networks, which was clear in the choice of words. At the end of November 2013, Adam stopped using social networks, and in February 2015 he again published clearly linguistic reports in these media on a personnel issue in the Bavarian Forest Nature Park .

Membership Citizens' Movement for the Protection of the Bavarian Forest eV

In July 2014 Adam joined the Citizens' Movement for the Protection of the Bavarian Forest , which has been massively attacking the Bavarian Forest National Park , especially its leadership, for years . Adam's membership caused resentment in the national park municipalities, because at that time he was President of the East Bavaria Tourism Association and also chairman of the municipal national park committee. Adam justified his joining the association with his concern for the high-altitude forest, which is only insufficiently protected by the national park administration. He applied to the Bavarian state parliament and the responsible environment minister for a corresponding change to the national park ordinance. The Regener Kreisrat complained that Adam's applications had not been discussed with the municipal national park committee.

Admission freeze for asylum seekers

The admission freeze for asylum seekers in the Regen district imposed by Adam in July 2015 was reported nationwide in the media. Adam justified the admission freeze with a recommendation by the Bavarian state government that only one percent of the population should be asylum seekers and that this has already been exceeded in the Regen district. Should further asylum seekers be assigned to the Regen district by the state, Adam will “order a coach and let the people take them to the grounds of the state parliament ”. A day later, the Bavarian Ministry of Social Affairs and the government of Lower Bavaria declared Adam's admission freeze to be inadmissible.

Alcohol Problems 2016

In September 2016, Adam admitted alcohol problems during a spa stay and announced that he would give up alcohol in the future. In a statement he referred to problems in the exercise of the office as district administrator: Little free time, little sleep and, in addition to alcohol, nicotine, medication and an irregular and poor diet. Physically this results in diabetes, psychologically a time problem for emotional maturation has arisen; he now has to look at his work and his actions more distantly and critically.

Private

Adam was born with his twin sister to a dental assistant and a welder. From September 1990 he attended the Bodenmais elementary school and in 1994 switched to the Zwiesel high school , where he graduated from high school in 2004 . At the age of 17 he announced that he wanted to become Federal Chancellor , and at 18 he came out to his parents. From July 2004 to March 2005, he did his alternative military service at the Silberbergklinik Bodenmais, where he looked after children and young people traveling alone during their stay at the spa of several weeks. In the winter semester of 2005, Adam began studying political science and economics at the University of Regensburg , which was temporarily suspended due to work overload. In addition to his studies, he worked from November 2005 to May 2008 as a student assistant for Bruni Irber, member of the Bundestag .

After leaving office as district administrator, he began studying Governance and Public Policy at the University of Passau .

Adam is a member of many clubs in his home parish and holds some honorary positions.

He had been living in a registered civil partnership with his long-term friend since September 1, 2012 , the separation took place in 2017.
