Controversial resort blueprints

In 2017, the Mabetex Group , based in Lugano, and Behgjet Pacolli as owners, published plans for a tourism resort in part of the national park. According to this, the facility will be 3342 hectares and include 370 villas, 2350 apartments, a marina, swimming pools and an artificial island. However, various environmental organizations in Albania criticized the plans and on April 26, 2017 they received support from the international Mediterranean Wetlands Alliance , which consists of 20 environmental associations, including WWF . They called on the Albanian government to cancel the project as it endangered the national park's ecosystem. The Albanian online newspaper Exit.al pointed out that the plans violate the Albanian law on protected areas.
