Behgjet Pacolli  [ bɛɟɛt pat͡sˈɔɫɪ ] (born August 30, 1951 in Marevce , Federal People's Republic of Yugoslavia ) is an entrepreneur and politician from Kosovo . Pacolli is the founder and long-time chairman of the Aleanca Kosova e Re party , from 2011 to 2014 he was first deputy prime minister in the cabinet of Hashim Thaçi as a coalition partner . Pacolli has also signed the declaration of independence of Kosovo and campaigns internationally for the recognition of this state .

In 2011 Pacolli was President for a short time . However, the Constitutional Court of the Republic of Kosovo declared his election as president null and void after about a month in office due to a lack of conformity with the constitution. He respected this decision and immediately resigned from office.

Pacolli is also the founder, chairman and managing director of the Mabetex Group , a building construction and civil engineering company based in Switzerland . He is considered the world's richest Albanian and invests in humanitarian projects.

Youth and early career

Behgjet Pacolli is the son of Isa and Nazmije Pacolli. As the second oldest of ten children, Behgjet grew up in poor conditions in the country. Due to his good school performance in elementary school, he received a scholarship to attend high school in Pristina . In 1970 he emigrated to Hamburg alone , where he obtained a university degree in economics with a specialization in marketing and management. He also worked in the restaurant business and at the port of Hamburg to finance his living.

In 1974 Pacolli returned to Kosovo to do his military service in the Yugoslav People's Army . He then worked as a foreign language correspondent in the Gjilan City Textile Combine . At the same time he applied to companies abroad and was finally hired by an Austrian company, where he was responsible for the countries of Yugoslavia , Bulgaria , Poland and Russia as a commercial agent . In 1976 he moved to Switzerland and started working as a top manager at the Swiss engineering firm Interplastica , which he had met in Moscow and which cooperated with the Warsaw Pact countries .

In autumn 1990 he founded the company Mabetex Project Management, a construction company based in Lugano , Switzerland, which has developed into a large Mabetex group of companies and is active in the insurance, media and construction industries, among others. Mabetex operates in 18 countries around the world and has around 14,000 employees.

Russia

In 1992 Pacolli worked closely with the Yakut mayor Pawel Borodin on several construction projects in Yakutia in Russia . After the appointment of Pavel Borodin as head of the presidential properties in Russia, Mabetex was able to secure several major contracts for the conversion, renovation and restoration of the former parliament of the Russian Federation , the Russian State Opera, the State Duma and the Moscow Kremlin . Mabetex also built the Swiss Diamond Hotel - the first luxury hotel built in Russia's new era.

The Mabetex Group has also built the new presidential complex in Astana (since 2019 Nur-Sultan) , the capital of Kazakhstan , which measures more than one million square meters.

Kazakhstan

Mabetex was the general contractor and developer of the Central Concert Hall of Kazakhstan.

In Kazakhstan , Mabetex played a significant role in the construction of the new capital, Astana, and has constructed nearly 40% of the buildings in the new quarters of Astana. The presidential palace was also one of the construction projects . Located on the east bank of the Ishim River, its architecture combines classic, modern and ethnic influences. The presidential residence is part of a complex of modern administrative buildings in the new city center and serves as a symbol for the new face of Kazakhstan. One of the most recent projects is the Classical Theater House for Opera and Ballet: The opera house is the largest in Central Asia and was opened on June 21, 2013.

Italy

In Italy , the Mabetex Group was responsible for the preparatory work and the project for the renovation of the La Fenice theater in Venice after it was destroyed by fire.

Uzbekistan

In Tashkent , the capital of Uzbekistan , the Mabetex Group built the award-winning project for the town house. Mabetex has been working on two projects since 2019, the Vip Terminal and the international terminal at Tashkent Airport, with completion expected in mid-2020.

Kosovo

In 2011 Pacolli had the luxurious Swiss Diamond Hotel built in the middle of the capital Pristina , on Mother Teresa Boulevard not far from the central Skanderbeg Square. The six-story building has 141 equipped rooms as well as a spacious wellness and spa area. The hotel has been awarded a 5-star Diamond Award by the American Academy of Hospitality Sciences.

Behgjet Pacolli is also the main shareholder of Banka Ekonomike .

Mongolia

In 2018, Mabetex started new construction projects in the Mongolian capital Ulan Bator and the surrounding area, the luxurious "Turtle Rock Resort" as well as exclusive residences and a boutique hotel.

Member of the AKR

On March 17, 2006 Pacolli founded the political party Alliance New Kosovo (AKR), which took part in the parliamentary elections in 2007 and became the country's third largest party. Pacolli became a member of the Kosovar parliament and a member of the budget and finance committee. Thanks to his rise in politics, he was now regarded as an important figure for Kosovo as well as for its development.

22 February 2011 Behgjet Pacolli has been approved by Parliament to the President elected. This was preceded by an agreement on a coalition between AKR and PDK under Hashim Thaçi .

On March 30, 2011, the Constitutional Court took the view that Parliament's decision on the election of Pacolli as President on February 22, 2011 was not constitutional. This was justified by the fact that the election did not meet the requirements of the constitution and the democratic principles laid down there. Pacolli was the only candidate who could run for election; in addition, the opposition parties LDK , AAK and Vetëvendosje! did not take part in the election, so only 67 MPs were present - the president would have needed a two-thirds majority (80 votes).

Pacolli immediately submitted his resignation and announced that he would run again in the subsequent election, but later agreed to the election of Atifete Jahjaga , who then became president in April 2011.

Deputy Prime Minister

As a result, Behgjet Pacolli was convened in the government cabinet as First Deputy of Hashim Thaçi in 2011 . Pacolli was given the responsibility for recognition and foreign investments. As a minister, he focused primarily on African states as well as influential states and also on changing the institutions and regulations for foreign investments in order to create an attractive business environment. In the first few months of his tenure, he already implemented two innovations, all based on a detailed working platform that he provided. Pacolli's term of office ended in December 2014 when a newly elected government took office.

Foreign minister

After the parliamentary elections in 2017 , Behgjet Pacollis AKR entered into a coalition with the AAK under Ramush Haradinaj . In the parliamentary election in October 2019 , the AKR only made two seats. After long coalition negotiations, a new government was formed in February 2020, to which Pacolli was no longer a member. At the inauguration of the new Prime Minister Albin Kurti , Pacolli handed over the official duties, since Haradinaj was abroad.

International

Behgjet Pacolli has been campaigning for Kosovo and its complete independence and recognition since 2004 by supporting numerous institutions and interest groups and by emphasizing this demand in relation to foreign governments, institutions and international bodies. Since Kosovo's declaration of independence in February 2008, he has been campaigning tirelessly in other countries for the official recognition of Kosovo as an independent state. He has visited several states around the world and meets statesmen - including leading nations - to convince them of his arguments for recognizing Kosovo's independence.

Pacolli is an international advisor to the CSIS (Center for International and Strategic Studies) .

Humanitarian action

With its own means and with the support of employees, Mabetex sent tons of aid to refugee camps in Albania and also helped other institutions in Italy and Switzerland with the dispatch of aid.

In 1993 Pacolli founded the “Les Enfants du Sakha” foundation, which offers children medical care, schooling and leisure activities. During the Kosovo war , Pacolli financially supported refugee camps in Montenegro and Kukës . After the end of the war, he founded the Foundation for the Organization and Reconstruction of Kosovo (FORK) in Lugano , which provides humanitarian aid in Kosovo . Through projects around the world, Pacolli has given thousands of Kosovar Albanians work, built houses, provided food and opened schools for the children of the families. He also supports the SEED Foundation (South East European Development) financially.

His humanitarian foundation "Behgjet Pacolli" established the American University in Kosovo in Pristina , which is now attended by students from Kosovo and around the world.

In July 2010 the International Union for Peace honored the President of the AKR (Alliance New Kosovo) Behgjet Pacolli with the special award "Cavaliere della Pace" (Knight of Peace). Behgjet Pacolli has gained fame in the last few decades for his humanitarian work not only for the people in Kosovo, but all over the world.

Behgjet Pacolli is known internationally for his efforts to release UN hostages held in Afghanistan .

Release of UN hostages

In 2004, three United Nations officials were taken hostage in Kabul : Annette Flannigan and Angelito Nayan, and Shqipe Hebibi, who was from Kosovo and had neither an advocate nor outside support. Behgjet Pacolli traveled to Afghanistan in order to campaign intensively for the hostages in lengthy negotiations on the ground, which is why he is credited with having initiated the release of the hostages.

Two years later, a similar situation arose when the Italian national Gabriella Torsello was kidnapped in Afghanistan . Behgjet Pacolli was contacted by Italy to negotiate their release and in the end he was also able to successfully end this hostage-taking with the release.

Private

In 1980 Pacolli narrowly escaped death in a car accident in Ljubljana and was in a coma for 29 days .

From 1999 to 2002 Pacolli was married to Anna Oxa , an Italian singer of Albanian descent, having previously been in a relationship with a Slovenian and later with an Austrian. He is currently married to the Russian Maria (Mascha) Pacolli (née Sitschkowa) and has three daughters (Arbresha, Selena, Hana) and three sons (Isa, Diari, Armani).

Pacolli has Kosovar and Swiss citizenship and lives in Hajvalia . In addition to Albanian , he can also speak German , English , French , Italian , Serbo-Croatian , Russian and Spanish . His net worth is estimated at around $ 800 million.
