In 1993, the state of Lower Saxony established the Lower Saxony Lottery Foundation as a foundation under civil law . At the same time , the state merged the two companies "Lower Saxony Football Toto Society" and "Lower Saxony Numbers Lotto GmbH" to form Toto-Lotto Niedersachsen GmbH . On December 12, 2008, the Lower Saxony State Parliament decided to convert the Lower Saxony Lotto Foundation and the previous Lower Saxony Sports Foundation into the Lower Saxony Lotto Sport Foundation .

In order to continue to support the former funding areas of the initial Lower Saxony Lottery Foundation, the previous grants for the areas of art and culture were transferred to the Lower Saxony Foundation at around the same time . At the same time, the previous Bingo Environment Lottery and the Lower Saxony Environment Foundation were merged to form the Lower Saxony Bingo Environment Foundation .
