The nordmedia - Film- und Mediengesellschaft Niedersachsen / Bremen mbH has been working as a joint media promotion company for the federal states of Lower Saxony and Bremen since 2001 and is based in the German Pavilion in the Expo Park Hanover . As the parent company , nordmedia originally had two operationally separate subsidiaries: nordmedia Agentur GmbH for agency and consulting services and nordmedia Fonds GmbH for funding tasks. The companies merged on August 30, 2013 and have since formed the nordmedia - Film- und Mediengesellschaft mbH in its current form.

History, goals and tasks

In November 1999 the Lower Saxony state parliament classified the basic orientation of film and media funding as an instrument of active location policy. In light of the Expo 2000 world exhibition in Hanover, it was intended to locate media companies and companies in the information and communication technology sector in Lower Saxony and Bremen. The importance of the entire industry in terms of culture and economy, the contribution of the North German Broadcasting Corporation and numerous measures, such as cinema subsidies, were emphasized, all of which were to be bundled and significantly increased financially and thus more strongly supported.

At the end of February 2000 it became clear that a private-public media company, endowed with DM 20 million , was supposed to strengthen and develop the media locations of Lower Saxony and Bremen. Responsibility for society lies with the State Chancellery in Lower Saxony and, since January 1, 2015, with the Senator for Economics, Labor and Ports in Bremen. The goals and tasks of nordmedia - Film- und Mediengesellschaft mbH as well as its funding work have been adapted to the changing market environment - for example increasing digitization - in recent years , which is documented, among other things, in the updating of the guidelines. In general, the funding and allocation of funds is therefore aimed at "increasing and further developing the quality, innovative strength and competitiveness of film, television and multimedia productions as well as their dissemination and the sustainable development of the audiovisual media sector in Lower Saxony and Bremen, also with regard to further education , Qualification and employment. ”In addition to traditional film and media funding for cinema and television, cross-media projects as well as games and apps are increasingly being promoted.

Restructuring to a purely public company

The company group of nordmedia, originally realized in a public-private partnership , had the following shareholders in 2001: The states of Bremen and Lower Saxony were the shareholders of nordmedia - Mediengesellschaft Niedersachsen / Bremen mbH. In the subsidiary nordmedia Fonds GmbH were other shareholders of the NDR , Radio Bremen and North West German in smaller proportions of the Association of Newspaper Publishers, the trade associations Lower Saxony , the film and media office of Lower Saxony, a cinema and office Lower Saxony and Bremen partner nordmedia Fonds GmbH which were ZDF with a stake on funding and SAT 1 with a cooperation with the states of Lower Saxony and Bremen for the production of television films. The media company also coordinated the strategic partnerships of the state of Lower Saxony with the IT companies Deutsche Telekom , Cisco and Microsoft . The German Messe AG was co-partner nordmedia Agency. The funding of 22.18 million DM in the first year was divided into 16 million DM from the public sector and 6.18 million DM from private broadcasters. It made changes in the shareholder structure, in the North Media Fonds GmbH (see above) still partially private shareholders their shares in the capital of 300,000 euros by the Association of North West German Newspaper Publishers , the trade associations Lower Saxony , the Film & Media Office of Lower Saxony and the cinema office of Lower Saxony and Bremen each with 2.3% held de facto until 2009.

In order to comply with EU legal regulations with regard to the allocation of funds in connection with so-called "in-house" transactions , the private shareholders had to leave. The state government therefore recommended that nordmedia Fonds GmbH be converted into a purely publicly structured GmbH. After the departure of the private shareholders and the subsequent merger of Mediengesellschaft and Fonds GmbH, the following company structure resulted (as of April 2016): The company holds 660,000 euros of the share capital

  • State of Lower Saxony 401,200 euros (60.79%),
  • the Free Hanseatic City of Bremen 100,300 euros (15.2%),
  • the NDR 132,300 euros (20.04%) and
  • Radio Bremen 26,200 euros (3.97%).

Nordmedia Agentur GmbH was liquidated and deleted from the commercial register in 2015.

Scope of funding and funding criteria

In 2015, nordmedia recorded funding of 11,123,408 euros, with 234 projects being supported. According to the audited figures for 2014, the donors were:

  • the state of Lower Saxony with its media promotion fund of 3,324,302 euros,
  • the state of Bremen with 766,938 euros,
  • Norddeutsche Rundfunk (NDR) with funds in accordance with the Lower Saxony State Media Act (NMedienG) in the amount of 6,698,561 euros,
  • Radio Bremen with 127,823 euros and that
  • Second German television (ZDF) with 607,980 euros.

Use of funds and funding conditions

Nordmedia supports, among other things, training, project development, production, rental and sales of audiovisual productions. Only measures are funded that are expected to have a “cultural economic effect” in the states of Lower Saxony and / or Bremen. It must be ensured that 100 percent of the funding is spent in the states of Lower Saxony and / or Bremen. Since nordmedia was founded, with an average annual budget of around ten million euros, more than 200 supported productions have received a total of 679 prizes (as of February 2016). TV films, TV documentaries and series regularly achieve above-average audience ratings. The regional economic effect was 185% of the funding in 2015. While traditional production funding regularly claims the majority of the funding, the conversion to digital cinema technology was also supported, so that in 2013 around 80 percent of the 430 cinemas in Lower Saxony were equipped with digital technology.

Funding options : Funding can be awarded in different forms: grants and conditionally repayable, interest-free loans are given. Loans are granted when repayment can actually be accepted. Prominent productions can also receive loans, which are to be repaid from the production proceeds and repaid to Nordmedia. In these cases in particular, experts emphasize the cultural-economic effect from which the region's infrastructure benefits.

Central bodies

Allocation Committee

In addition to the management, which has been headed by Thomas Schäffer since Nordmedia was founded, the award committee is a central body of the company, which has 15 employees. Under the management of the management, he is responsible for deciding on the allocation of funds, which, if the application is successful, is initiated by contract with the applicant via an external auditing company. The award committee consists of representatives of the state governments, the state media authorities (not entitled to vote) and the supporting broadcasters (NDR, ZDF, Radio Bremen). The mandate of the state of Bremen is carried out by the WFB Wirtschaftsförderung Bremen GmbH, for the state of Lower Saxony representatives of the University of Hanover and the Lower Saxony Film and Media Office have been appointed.

Supervisory board

The tasks of the Nordmedia supervisory board include passing resolutions on the business plan, the award guidelines, the appointment of the managing director and the selection of the members of the awarding bodies. The chairman of the eight-member supervisory board is State Secretary Jörg Mielke from the Lower Saxony State Chancellery (as of April 2016).

Service, networks and initiatives

The Nordmedia Film Commission is available as a service facility for filmmakers in Lower Saxony and Bremen and provides information about locations, arranges filming permits and, for example, visits on the set for journalists. The company offers electronic costing systems for productions as well as web-based actor and location guides for filmmakers. Nordmedia participates in network events and industry events, offers seminars and training courses, participation in festivals such as the Berlinale and Cannes Film Festival as well as transnational initiatives for young actors ("Northern Lights"), which are intended to make media professionals, their productions and the locations known nationwide. At CeBIT, Nordmedia is co-organizing the “Serious Games Conference”.
