The early parliamentary elections in Slovakia in 2012 for the National Council took place on March 10, 2012. It was the sixth National Council election since Slovakia's independence in 1993. A total of 2967 candidates from 26 political parties applied.

prehistory

Iveta Radičová, Acting Prime Minister

In October 2011, the center-right government under Prime Minister Iveta Radičová failed due to a vote of confidence in the National Council. Differences of opinion in the four-party coalition over the planned expansion of the euro bailout fund led Radičová to link the vote on the euro bailout fund in the National Council to the vote of confidence . The vote failed after the government fraction of the Freedom and Solidarity (SaS) with the opposition voted against.

The government and opposition (with the exception of the SaS cabinet members) agreed that Radičová's government would remain in office until early elections. For this, however, a constitutional amendment was necessary, since, according to the constitution at the time, Radičová should not have remained in office after a vote of confidence was lost.

In the run-up to the National Council election, the so-called “ gorilla affair ” ( Kauza Gorila in Slovak ), a corruption scandal, was discovered. The subject is the connection of Slovak politicians with the private capital group Penta Investments as well as alleged bribery of government members in the millions on the occasion of the privatizations and large public awards under the second Mikuláš Dzurindas government in 2005/06. The trigger was an alleged eavesdropping protocol by the Slovak secret service that has been circulating on the Internet since late December 2011 and is code-named "Gorila".

Electoral system

The National Council is elected according to proportional representation. There is a threshold clause of 5 percent for individual parties, 7 percent for a coalition of two to three parties and 10 percent for four or more parties. The legislative period is four years.

Robert Fico, the winner of the election

The social democratic opposition clearly won the early National Council election and will replace the previously ruling center-right coalition. With 44.4 percent of the vote, the party of the former Prime Minister Robert Fico Smer-SD achieved an absolute majority of the seats in the National Council (83 members). The share of the vote was sufficient for an absolute majority of the mandate because numerous small parties failed because of the five percent threshold. A three-fifths majority, which would be necessary for constitutional changes in Slovakia, was not achieved. Of the previously ruling parties, only the Christian Democrats, who came in second by more than 35 percentage points to the Smer-SD (16 seats), did not suffer any losses. The first party Obyčajní ľudia a nezávislé osobnosti (OĽaNO), which had split off from the SaS, also takes third place with 16 members.

The Hungarian-Slovakian Most-Híd party came fourth with 13 MPs. On the other hand, the party of Prime Minister Iveta Radičová, shaken by the “gorilla affair”, suffered heavy losses: the SDKÚ-DS only received 6.1% of the votes, which means 11 seats in the National Council. The right-wing liberal SaS moved in as the smallest party, with 5.9% of the vote and also 11 MPs.

The Slovak National Party (SNS), directed by Ján Slota, had to leave the National Council with only 4.6% of the votes, while the Hungarian party SMK-MKP again failed to enter the National Council. The start-up 99% - občiansky hlas could not overcome the five percent hurdle despite a strong campaign.
