The place was first settled in 1844 and was the administrative seat of Portage County. In 1857 Plover was first incorporated as a "Village". After the county seat was moved to Stevens Point, the place lost its status as an independent municipality. In 1912 it was incorporated again, but this was reversed several times. In 1971 the third survey took place as the Village of Plover .
