The sixteen clubs in the Promotion League each play twice against each opponent, once in their home stadium and once away. Each team plays a total of 30 games. The top-ranked team that is not a U-21 team will be promoted to the Challenge League at the end of the season , while the last two teams will be relegated to the first division .

    1st league - promotion games

    In two rounds, the two best teams from each of the three groups in the 1st league and the two best thirds in the group determine two promoted teams to the Promotion League. A maximum of four U-21 teams may take part in the Promotion League. Since all three previous U-21 teams of the Promotion League had managed to stay in the league, a maximum of one U-21 team from the 1st division may participate in the promotion games.

    Intermediate round

    The first legs were played on May 29, 2019, the second legs on June 1. The matches did not have to be drawn because the regulations stipulated which teams would meet based on their placements in the qualification.
