RTÜK ( Turkish Radyo ve Televizyon Üst Kurulu , English Radio and Television Supreme Council ; formerly: English High Board for Radio and TV ; analogously: Supreme Radio and Television Council ) is the regulatory authority for private broadcasting in Turkey .

Function and meaning

The Broadcasting Council is responsible for regulating and monitoring radio and television activities. RTÜK grants licenses and permits for broadcasting on terrestrial, digital, satellite, cable and IPTV channels. RTÜK checks all broadcasters directly and can impose sanctions.

Its tasks include taking measures to ensure freedom of information and building a competitive environment in the market for broadcast transmission services; the preparation and implementation of frequency plans for radio and television stations; issuing and withdrawing broadcasting licenses, monitoring whether the eligibility is met and inspecting whether the broadcasts of the media service providers in Turkey comply with the applicable legislation and the relevant international conventions.

Since the RTÜK is responsible for issuing licenses, it decides, among other things, whether a broadcaster may broadcast in Kurdish . The decisions of the RTÜK play a role in Turkey's accession negotiations with the European Union , as the EU demands that Turkey improve the protection of minorities.

The state authority, based in Ankara, is headed by nine people, five of whom represent the ruling party and four candidates represent the opposition. The members of the RTÜK are elected by the Grand National Assembly (TBMM). There are local branches in the cities of Istanbul , Izmir and Diyarbakir .

In 2002 there was a heated debate about the then newly passed RTÜK law.

After the second episode of the Turkish television series Valley of the Wolves was broadcast on Show TV in 2007, which is about a fictional news service that wants to hunt down illegal political machinations within the Turkish borders and in the season Kurtlar Vadisi - Terör terrorism in the southeast of the Turkey, this series will be canceled by the RTÜK in order to avoid a "provocation" of the Kurds living in Turkey. In 2010, the RTÜK fined the former private television broadcaster e2 for broadcasting the series Hung - Far Better on the grounds that it propagated a "pathological relationship" which "could threaten the intact sexual health of the population". In the series, the main character's son was gay.

When the Turkish broadcaster CNBC-E aired the Spider-Killer-Avatar-Man episode of the US animated series The Simpsons in 2012 , a conflict arose with RTÜK. In the second story of the episode, God was portrayed as a subject to the devil, God-ordered murders, and a Bible burning. RTÜK demands a fine of 22,800 euros from CNBC-E.

In May 2013, the opposition television station Halk TV was reprimanded by RTÜK for broadcasting a "most watched" video on YouTube . The reason given was insult to Prime Minister Recep Tayyip Erdoğan .

During the protests around Gezi Park , Halk TV was one of the few Turkish TV channels that reported the events live. Because of this, the RTÜK imposed a fine on Halk TV for "damage to the physical, moral and mental development of children and young people".

The private television station Star TV broadcast the first season of the casting show for children between eight and 14 years of age from June 21 to July 15, 2014 under the title O Ses Çocuklar (The Voice of Children). The second season was broadcast by TV8 in September 2014. On September 19, 2014, it became known that the RTÜK had fined 150,000 Turkish Lira for believing that the show had a negative impact on children's development. On May 12, 2016, another fine of 170,000 Turkish Lira was imposed after the RTÜK reiterated its opinion that the show could harm the vocal and spiritual development of children. Therefore the current third season was canceled.

After the failed coup attempt in Turkey in July 2016 , the RTÜK revoked a total of 24 radio and television stations, including the private television broadcaster İMC TV, in the week after the coup attempt . Connections to the Gülen movement , which the Turkish government blames for the coup attempt, were found on the broadcasters.

After the terrorist attack in Istanbul on January 12, 2016 , the bombings in Istanbul on December 10, 2016 and the terrorist attack in Istanbul on January 1, 2017 , the Turkish government imposed a blackout . The RTÜK announced that the blackout was for national security .
