Raffaele Marchese Cappelli , also: Margrave Cappelli, (born March 23, 1848 in San Demetrio ne 'Vestini , † June 1, 1921 in Rome ) was an Italian lawyer , diplomat and politician . From June 1 to 29, 1898, he was the Foreign Minister of his country in the last cabinet of Antonio Starabba di Rudinì .

Life and diplomatic career

After studying law at the University of Naples , Cappelli embarked on a diplomatic career, the first stages of which were in London , Vienna and Berlin , most recently in the rank of embassy secretary. From 1883 to 1905 he was a member of the diplomatic advisory staff in the Ministry of Foreign Affairs , and in between from October 18, 1885 to April 7, 1887, he was also Secretary General in this Ministry under Prime Minister Agostino Depretis .

Political career

In 1880 Cappelli was elected for the first time as a liberal - conservative member of the Italian parliament for the constituency of his hometown, to which he belonged continuously until 1919, in the meantime for three legislative periods for the neighboring constituency of L'Aquila . In addition to foreign policy, he devoted his interest to economic and trade policy as well as individual questions of agriculture. As Vice-President of a parliamentary committee of inquiry into the agricultural situation in southern Italy and Sicily, he recommended increased emigration to reduce poverty in 1906 . At the same time, he emphasized the need for structural reforms in Italian agriculture: the settlement of large estates on the one hand and the amalgamation of non-viable small parcels on the other for the purpose of rationalization.

From April 6, 1897 to June 1, 1898 and from March 25, 1909 to September 29, 1919 he was Vice President of Parliament. With the appointment as senator for life, he left the Chamber of Deputies.

Others

From February 1896 to February 1911 Cappelli was President of the Society of Italian Farmers ( Società degli agricoltori italiani ), from 1907 to 1915 President of the Italian Geographical Society ( Società Geografica Italiana ). From 1910 to 1920 he was also President of the International Agricultural Institute , the predecessor of the Food and Agriculture Organization of the United Nations .

In his birthplace and in Rome there is a street via Raffaele Cappelli in his memory.
