Miloš Zeman government
The Miloš Zeman government was the government of the Czech Republic from July 22, 1998 to July 15, 2002. Prime Minister of this government was the chairman of the Czech social democratic party ČSSD Miloš Zeman . It was a minority government consisting solely of ministers from the ČSSD, which was tolerated in parliament by the liberal-conservative ODS by means of an opposition treaty .
After the breakup of the Václav Klaus II government , the independent governor of the Czech National Bank Josef Tošovský headed a transitional government ( Josef Tošovský government ) until the early parliamentary elections in 1998 , which the ČSSD won with 32.3% or 74 of 200 seats before the ODS . The exploratory talks of the Social Democrats with the Christian Democratic KDU-ČSL and the liberal Unie svobody (Freedom Union) were unsuccessful, however, so that an agreement with the ODS of former Prime Minister Václav Klaus , which went down in Czech history as an “ opposition treaty” , was reached. Under this agreement, Václav Klaus was elected President of the Czech Chamber of Deputies and the government of President Václav Havel was sworn in on July 22, 1998. As agreed in the opposition treaty , the 63 MPs left the meeting room in the confidence vote on August 19, 1998, so that the votes of the 73 Social Democrats present were enough for the required majority. The KDU-ČSL and the Unie svobody voted against the government. The MPs of the communist KSČM abstained. In protest against this formation of a government, the KDU-ČSL and the unie svobody joined forces with the extra-parliamentary Občanská Demokratieická aliance (Citizens' Alliance) and the Democratic Union (DEU) to form the so-called four - party coalition .
In the parliamentary elections in 2002 , which was again won by the Social Democrats, Miloš Zeman did not run. He passed the business of government to his successor, Vladimír Špidla .
