Rudolf Rumetsch (born May 1, 1921 in Kaiserslautern , † November 19, 1998 in Mainz ) was a German administrative lawyer, district administrator and ministerial official in Rhineland-Palatinate ( FDP ).

Life

Rumetsch's father Jakob was a conservator. After completing his high school diploma and military service, Rudolf Rumetsch began studying political science in Prague , which he continued after the end of the war in Freiburg im Breisgau and then in Speyer at the newly created University of Administrative Sciences in Administrative Law. Alfred Schrick and Hans Günther Dehe were among his fellow students from Speyer and lifelong friends . In the years 1947 to 1949 he passed the legal trainee and assessor exams. He initially worked as a government assessor at the district government in Neustadt an der Weinstrasse and at the district administration in Bad Bergzabern . From 1951 he was managing director of the Rhineland-Palatinate district council for two years ; In 1953 he worked as an assistant to Valentin Bauer in the Rhineland-Palatinate City Association . He was then appointed to the Rhineland-Palatinate Ministry of the Interior and worked as a consultant for municipal legislation and the organization of the state administration; In 1956 he was appointed to the Upper Government Council. Rumetsch worked in this function as editor and author of publications on administrative law and was a lecturer at the administrative school in Mainz.

From December 1959 to October 1968 Rumetsch acted as the last district administrator in the district of Simmern . During this time he was u. a. also involved in the district reform that led to the creation of the Rhein-Hunsrück district . He was then appointed the first ( provisional ) district administrator of the Rhein-Lahn district , which was newly created as part of the regional reforms in Rhineland-Palatinate . He remained in this office until the end of 1970; During his term of office - initially from his official residence in Diez - the districts of Loreley and Unterlahn were merged and Bad Ems was established as the new district town .

Subsequently, until his retirement in the mid-1980s, Rumetsch was ministerial director in the Ministry of the Interior and for Sport Rhineland-Palatinate under Heinz Schwarz . He headed Department 3 (municipal department) ; his deputy was Ltd. Ministerialrat Alfred Schrick. In his various functions, Rumetsch wrote several books and articles (including in Public Administration ) on the subject of state law and local law in Rhineland-Palatinate.

Rumetsch was married and had two daughters. He was awarded the Federal Cross of Merit, 1st class.
