The Samtgemeinde Schüttorf is a joint municipality in the Grafschaft Bentheim district in Lower Saxony. Five municipalities and the city of Schüttorf have come together in it to carry out their administrative business. The administrative seat of the joint municipality is located in the city of Schüttorf.

The joint municipality of Schüttorf consists of the following member municipalities:
- Engden municipality : 44.27 km², 421 inhabitants
- Isterberg municipality : 20.29 km², 580 inhabitants
- Municipality of Ohne : 9.00 km², 582 inhabitants
- Community Quendorf : 14.08 square kilometers, 598 inhabitants
- Samern municipality : 25.99 km², 773 inhabitants
- City of Schüttorf : 19.43 km², 12,876 inhabitants

history
On December 14, 1970, the joint community of Schüttorf was founded, initially consisting of nine communities: the town of Schüttorf and the communities of Engden , Drievorden , Neerlage , Wengsel , Ohne , Quendorf , Samern and Suddendorf . On March 1, 1974, the communities of Engden and Drievorden were combined to form the community of Engden and the communities of Neerlage and Wengsel to form the community of Isterberg . On November 1, 2011 Suddendorf was incorporated into Schüttorf.
The task of the integrated community is to perform joint planning tasks, to promote tourism and to take over the disposal of sewage and garbage . Furthermore, adult education , the promotion and creation of cultural institutions and civil status are part of their area of responsibility. The joint municipality is administered by the joint municipality council , the joint municipality committee and the joint municipality mayor and has its own seal.
Religions
The inhabitants of the combined community belonged to the following denominations :
- 46.3% Protestant Reformed
- 21.5% Roman Catholic
- 13.0% Evangelical Lutheran
- 19.2% other denominations (especially Protestant old reformed) and non-denominational

politics
The policy of the joint municipality is subdivided into administration and council of the joint municipality and city council and municipal council of the member municipalities . The mayor's office of the municipalities is voluntary, the joint municipality mayor works full-time.
Joint council
The council of the Schüttorf municipality consists of 32 councilors and councilors. This is the specified number for a municipality with a population between 15,001 and 20,000. The 32 council members are elected for five years each by local elections. The current term of office began on November 7, 2016.
The full-time Mayor of the Joint Community, Manfred Windhaus (independent), is also entitled to vote in the Council of the Joint Community.

Joint mayor of the municipality
Since December 1, 2005, Manfred Windhaus (independent) has been the first full-time joint mayor. In the last direct election on September 22, 2013, he was confirmed in office for a further eight years with 77.06 percent of the votes cast. There was an opposing candidate. The turnout was 72.67 percent.
