Siegfried Balleis (* 4. August 1953 in Nuremberg ) is a German politician of the CSU and was from 1 May 1996 to 30 April 2014 Mayor of the city of Erlangen . He is currently working as the special coordinator of the “clean air” immediate program.

Personal and professional

Balleis attended elementary school in Zirndorf and then the Hardenberg grammar school in Fürth . After graduating from high school in 1973, he first studied political science, sociology and philosophy in Erlangen and later business administration at the economics and social science faculty of the Friedrich-Alexander-Universität Erlangen-Nürnberg (FAU) in Nuremberg, where he graduated in 1980 with a degree in business administration. Subsequently, Balleis was a research assistant at FAU and employee of the Bundestag member Peter Wilhelm Höffkes (CSU). In 1983 Balleis received his doctorate in political and communication science.

From 1984 Balleis worked for Siemens AG . In 1988 he switched to the administration of the city of Erlangen as a consultant for economics and real estate.

In 1982 Balleis married the future district administrator Gabriele Pauli , with whom he has a daughter (* 1987). The marriage ended in divorce in 1993. Since 2001, Balleis has been married to Angelika Balleis, an entrepreneur and former CSU councilor in Erlangen.

On July 11, 2014, Siegfried Balleis was awarded honorary citizenship of the city of Erlangen. He bears the title of "Former Mayor".

politics

Balleis was a member of the Junge Union , where he held various functions. From 1978 until his move to the Erlangen city administration as an economic consultant in 1988, Balleis was a CSU politician and honorary councilor of Zirndorf and district councilor in the Fürth district .

In 1996, Balleis ran as a CSU candidate for the office of Lord Mayor of Erlangen. He prevailed in the election on March 10 in the first ballot with 52.2 percent of the vote against three competitors. He succeeded the SPD politician Dietmar Hahlweg , who had not run for 24 years in office. In the local elections in 2002 (58.3 percent) and 2008 (55.8 percent) he was confirmed in office in the first ballot. In the 2014 local elections, he missed an absolute majority in the first ballot against five other applicants with 39.2 percent and had to face a runoff against the SPD candidate Florian Janik . In the runoff election on March 30, 2014, Balleis was defeated by his challenger with 36.3 percent. His electoral office ended on April 30, 2014.

During Balleis' first term as Lord Mayor, a new magnetic resonance therapy plant from Siemens Medizintechnik was established in Röthelheimpark (Med-Fabrik) and an "Innovation and Start-up Center Medicine and Pharma" was built with the support of the Free State of Bavaria. From a total of 78,000 jobs in medical technology in 1996, the number rose to 104,000 in 2014.

From 2002, Balleis put his second term in office under the motto of developing Erlangen into the most child and family-friendly city in Bavaria. Together with Heidelberg, Erlangen now has the best facilities of all West German cities with kindergarten and crèche places. His focus for the third term was "Education and Integration". During this period, almost 50 million euros were invested in the renovation of the schools.

Balleis' policy of privatizing urban property was controversial in Erlangen. The sale of the Erlanger Stadtwerke failed in a referendum in 1998 (rejection of 74.7 percent). The same applied to the planned Europe-wide tender for the expansion and operation of the Röthelheim pool, which was rejected with 87.3 percent. Atzelsberg Castle, which was in need of renovation, was sold under Balleis; the operation of the Redoutensaal, which is mainly used by associations, was transferred to private hands.

Balleis' second term (2002 to 2008) was also marked by the discussion about the construction of the new Erlangen Arcaden shopping center on the site of the former main post office, which was finally completed in 2007.

Under Balleis, the “Erlangen-West” settlement area in Büchenbach , which had already been started under Dietmar Hahlweg, was promoted. In addition, the settlement of the former US military area (parade ground) as "Röthelheimpark" falls during Balleis' term of office. From 1999 to 2002 large-scale renovations of urban apartments in the Anger district were carried out , followed by renovations in the east of the city in 2003/04.

Committee work

Balleis holds or held (partly in his function as Lord Mayor) numerous offices in clubs, associations and supervisory bodies. At the supra-local level z. B. he was a member of the presidium or board of the German and Bavarian city councils . From 2002 to 2014 he was Chairman of the Board of Directors of the KGSt Kommunale Gemeinschaftstelle für Verwaltungsmanagement , a think tank of the municipalities in Germany and Austria. From 1997 to 2015 he was a member of the party executive committee of the CSU, from 2007 to 2011 also to the party presidium. On October 28, 2011, he was elected President of the Council of the European Metropolitan Region of Nuremberg and led it until 2014.
