Who breaks the silence is a television film from the crime series Tatort . It is the 870th episode of the crime scene and the fifth and last joint case of the Frankfurt team of investigators in the character constellation Steier and Mey , played by Joachim Król and Nina Kunzendorf . The report produced by Hessischer Rundfunk was first broadcast on April 14, 2013 on Das Erste . It is based on the book “What happened in cell 26” by Axel Petermann and is about a murder and drug trafficking networks in prison.

The homicide squad is called to the correctional facility because the Lebanese Mustafa Zaydan was killed here last night . A first conversation with the prison director shows the massive pressure he is under. The director is visibly moved by the death of the prisoner, especially since the victim's eight toenails were pulled. The investigators initially think of attacks by the guards because the cell was not opened by force. In addition, the staff is not exactly squeamish when dealing with the prisoners. The keeper Völler says that he unfortunately cannot say exactly whether Mustafa was still alive after the official closing time because he had not been able to see into the individual cells. So it was possible that any of the inmates could go to Mustafa's cell as long as it was not locked. The recordings from the surveillance cameras do not give any clues either, but ten minutes were missing when the hard drive was changed. The guards rate the fact that the game evening was canceled because there were problems with prisoner Jürgen Schuch as a “special occurrence”. He got into an argument with the service staff and was extremely aggressive. The argument itself had absolutely nothing to do with Mustafa, but it fell exactly during the ten minutes in which the records are missing.

The director informs Steier that Erhan Karabey, another prisoner, also had eight toenails pulled. He is questioned immediately, but initially says nothing. Only when Mey speaks to him in his own language does he whisper to her that his wife and daughter are being threatened. She checks that over the phone and learns that both have disappeared this morning. Mey takes care of it and she manages to find the child. She informs Erhan about this and wants him to tell her what he knows. Steier now has some cells searched. Hidden in a mattress in the cell of two German Russians is a nail clipper with blood adhering to it. However, the inmates deny that they knew about the tool. In Mustafa's cell, Steier finds a piece of paper with a letter code and assumes that it is initials and that the paper could therefore be a list of debts. He also noticed that the prisoners use Morse code to communicate with one another.

When Erhan is brought to the city hospital to be introduced to a dermatologist, he manages to escape after the examination. So Steier comes to the conclusion that Mustafa traded drugs and Erhan owed him enormous amounts. While Schuch drew everyone's attention with his action on the evening of the crime, Erhan went into Mustafa's cell and killed him. As a distraction, he first pulled Mustafa's nails and then himself, because he has a skin disease in which the nails become soft and can be loosened quickly. Then he hid the nail clipper with the Russians. Since Erhan has friends in prison who are helping him, the investigators check who is currently on leave. This will help them locate and arrest Erhan. Mustafa's uncle's address is stored in the navigation system of the car he was trying to escape with . The investigators are also aware that the families of inmates are pulling the strings themselves outside the prison . In order to recover Erhan's debts after Mustafa's death, his relatives kidnapped his wife. Since the SEK is still in use in another case, Steier and Mey go alone to the apartment of Mustafa's uncle, who is holding Erhan's wife hostage. When he threatens to kill her, Steier shoots his uncle and kills him fatally.

The location of the film was Frankfurt am Main. The exterior shots of the prison show the approach to the work yard of the Butzbach prison with the entrance area. The working titles were Greetings from Manchuria and Thieves in Law .

In the course of this case, Mey informs her colleague Steier that she has applied to be a lecturer at the police school in Kiel. He would like to continue working with her, but she has already signed the contract. At the end, her boss Walter Hillinger says goodbye to her rather casually after the service meeting with the Styrian legendary “ girl's vegetable ”. Steier is too late and only finds the bouquet of flowers that Conny Mey left behind.
