In Braunschweig , Michael Petersen, the owner of a bakery, is shot by a sniper in his apartment in front of his wife Beate. He is already the third victim of a serial offender. However, there seems to be no connection between the murder victims.

Chief Inspector Lindholm investigates together with the head of the Braunschweig special commission Chief Inspector Kohl and Inspector Kai Bergmann. Lindholm and Bergmann drive to the deceased's bakery and receive a letter from the employee Frank Wenzel, which was given anonymously to Beate Petersen. In the envelope there is a card on which "There will be silence and emptiness" is written. In the case of a relative of one of the other victims, the commissioner found another card on the “There will be silence and emptiness. There will be grief and pain ”is written. Lindholm also learns from the wife of the third victim, Jens Hartmann, who was shot on the way to his workplace, that she received such a card. With her she also finds a bill from the doctor Karl Matthiesen, who was already present when Beate Petersen was interviewed. When Lindholm and Inspector Bergmann visit the place in Peine where Jens Hartmann was found murdered, the two are surprised by a young man who wanted to take photos of the crime scene. The photographer and his girlfriend have made it their hobby to collect photos and videos about the Sniper and publish them on a website.

Another man is found dead in his garage. He, too, has apparently fallen victim to the serial offender. In front of his house, Lindholm meets many onlookers with cameras. She also discovers a man who is drawing something and lets him show her his picture. You can see three figures all staring at something. A colleague handed the Commissioner a card that reads 'There will be silence'. Investigators find that the messages and the intervals between murders are getting shorter and shorter.

After Kohl reported to the two commissioners that the victim Ulf Manke had complained to an officer of the motorway police about inappropriate behavior before his death on New Year's Day , Commissioner Bergmann drove to the district in question to find out what the incident was all about . The district manager reacts furiously and defends the young officer who was deployed to secure an accident site on the day in question . Meanwhile, Lindholm goes to Frank Wenzel to interrogate him again. She learns that Wenzel was married to Beate Petersen before the Petersen's marriage and that he also owned the bakery until he went bankrupt. Lindholm finally arrests Wenzel when he says “There will be silence and emptiness. There will be grief and pain ", although only the first part could be read on the card to Beate Petersen. Wenzel, however, protests his innocence. Lindholm finally notices that all the victims and their families were out on the motorway on New Year's Day. She learns from the relatives that all of them witnessed the same accident and that the young officer of the highway police was violent against them. The officer is then arrested and interrogated. He describes what happened in the accident on New Years Day. A woman was trapped in her car after crashing into a truck. She died because the bystanders did not make room for the rescue workers early enough and instead just watched and filmed. Therefore, he was violent, but had nothing to do with the subsequent murders.

On a website, Lindholm discovered a video of the accident on the motorway. The video also shows a man who looks familiar to the Commissioner. When she shows a picture of the man to the relatives of the murder victims who were there at the accident, they remember having seen the man and say that he is the husband of the woman who died in the accident.

Lindholm drives to the man's house, which does not seem to be there. She uses the neighbor's key to gain entry and finds drawings in the house of the places where the Sniper's victims were killed and a card with the inscription “There will be silence”. Lindholm realizes that it is the man who showed her his drawing in front of Manke's house. When the man comes home, he manages to escape from Lindholm to a clothing store, where he tries to shoot the young photographer's girlfriend. She had filmed the accident on the highway and posted the video on the Internet. When the superintendent arrives at the store, she shoots him, killing him but not dying.
