Teodor Viorel Meleşcanu (born March 10, 1941 in Brad ) is a Romanian diplomat and politician ( ALDE , formerly PNL ). Between 2012 and 2014 he was the head of the Romanian External Intelligence Service . He was foreign minister for the first time from 1992 to 1996. In November 2014, he was briefly again a member of the Ponta government as Romanian Foreign Minister . From January 2017 to July 2019 he was foreign minister for a third time in the Dăncilă cabinet .

Life

After successfully completing his high school diploma at the “Moise Nicoară” high school in Arad , Teodor studied law at the University of Bucharest (1959–1964), then took postgraduate courses in international relations at the University of Bucharest (1964–1966).

The diplomat

In 1966 he was employed as a diplomat in the Ministry of Foreign Affairs. From 1966 to 1970 he was diplomatic attaché in the directorate of the department for legal treaties and from 1970 to 1978 third secretary in the department for international organizations in the section for disarmament treaties. During this time he attended postgraduate courses at the Faculty of Economics and Social Sciences at the University of Geneva (1967–1968) and at the Higher Institute for International Studies in Geneva (1967–1970). In 1973 he received his PhD in Political Science and International Law from the University of Geneva.

Between 1978 and 1985 Meleșcanu was seconded as 2nd Secretary at the Permanent Mission of Romania to the United Nations and other international organizations in Geneva. He returned to Romania in 1985 and was first employed at the headquarters of the Ministry of Foreign Affairs as Secretary General of the Department for International Security and Disarmament (1985–1990). He was then from August 23, 1990 to May 15, 1991 Undersecretary and Head of the Section for Latin America , Asia and Africa , from May 15, 1990 to November 19, 1992 diplomatic council and finally, subsequently, Ambassador .

The politician

Between November 19, 1992 and December 11, 1996 Meleşcanu served as Minister of State and Foreign Minister in the government of Nicolae Văcăroiu . In this function he was a member and head of the Romanian delegation at various conferences and meetings of the members of the United Nations , the OSCE , the Council of Europe , NATO and WEU .

After the parliamentary elections in November 1996, where he ran for the PDSR , he became a senator for Prahova County . In this capacity he was chairman of the Committee on Foreign Affairs of the Romanian Senate in the legislative period from 1996 to 2000. Until November 1997 he was also a member of the Romanian delegation to the Council of Europe .

In June 1997 he founded the “Alliance for Romania” party, together with some former members of the PDSR ( Mircea Coşea , Iosif Boda, Marian Enache and others) and was elected president of the party in December of that year. He held this position until the merger with PNL in 2002. There he became the party's first vice-president and was responsible for international relations.

After the parliamentary elections in November 2004, he was re-elected for Prahova in the Romanian parliament. As a Senator, he was, among other things, Vice-President of the Permanent Bureau of the Senate (until April 2007), a member of the Foreign Affairs Committee and the Sub-Committee for Romanians Abroad. After the government reshuffle on April 5, 2007, Meleșcanu was appointed Minister of National Defense in the Cabinet of Călin Popescu-Tăriceanu and was also interim Minister of Justice from January 15 to February 29, 2008, following disagreements between President Traian Băsescu and the Prime Minister Victor Ponta had come across the appointment of Senator Norica Nicolai for the vacant position of Attorney General.

On February 28, 2012, the politician was appointed director of the foreign intelligence service by parliament . He ran as an independent candidate for the 2014 presidential election in Romania . After Titus Corlățean resigned , he was appointed Romania's new foreign minister on November 10, 2014 . After only a week in office, Meleşcanu resigned on November 18 because of problems with the presidential election in Romanian consulates .

In January 2017, Meleșcanu became Foreign Minister of the Grindeanu government . At the end of June 2017 he was again foreign minister in the Tudose cabinet . In July 2019, Ramona Nicole Mănescu succeeded him as Foreign Minister in the Dăncilă cabinet .
