The United Nations Environment Assembly (Engl. United Nations Environment Assembly, shortly UNEA ) is the highest environmental organ United Nations and steering committee for the Environment Program of the United Nations .

The environmental assembly met for the first time in June 2014 after its predecessor, the UNEP Governing Council , met for the last time in 2013. The decision to replace the Administrative Council with the Environment Assembly was made by the international community in 2012 at the United Nations Conference on Sustainable Development .

UN Environment Assembly

First UN Environment Assembly (June 2014)

Numerous environmental ministers, gathered for the first time in June 2014 environmentalists and experts from UNEP on the first UN Environment Assembly ( UN Environment Assembly , UNEA ) in Nairobi. Topics highlighted were poaching and the illegal trade in natural resources, the protection of the world's oceans and the implementation of the post-2015 sustainability goals . Decisions on chemicals and waste as well as on improving air quality were also on the agenda. The environmental damage and the destruction of nature in the region were also an issue. Back then, an average of 30 African elephants were killed by poachers in neighboring Tanzania every day ; Experts spoke of the illegal trade in wild animals as a "perfectly organized international crime", with environmental crimes totaling US $ 213 billion. The options for international nature conservation are limited.

The German delegation was represented by Environment Minister Barbara Hendricks , and colleagues Izabella Teixeira from Brazil and Bomo Edna Molewa from South Africa also came to the first United Nations Environment Assembly ; Switzerland's mandate for the final two-day ministerial plenary assembly was given by the Federal Council FOEN Director Bruno Oberle . Environmental organizations reported from the conference. President of the Assembly: Oun Sanjaasuren (Mongolia). Around 1,200 participants with high-level delegations from 160 of the 193 UN member states attended the conference from 23 to 27 June 2014. 16 policy resolutions were adopted, including the air pollution , the estimates of the WHO calls for 7 million deaths worldwide each year, as well as micro-plastic as Part of the increasing pollution of the world's oceans with plastic particles and waste. Thus, international environmental protection is of greater importance: In addition to the UN General Assembly , the Environment Assembly is in principle designed as a full assembly of the member states of the United Nations and is to make decisions on global environmental policy every two years . The environment is thus placed on the same level as peace, security, economy, health and trade.

On the sidelines of the UNEA Environment Assembly, the presidents of the last and probably the two upcoming UN climate summits in Lima ( COP20 ) and Paris , Marcin Korolec , Manuel Pulgar Vidal and Marie-Hélène Aubert (COP21), discussed the upcoming Ban Ki with around 70 ministers -moon Summit in September 2014, a special summit in New York, with which the UN Secretary-General wanted to reaffirm his commitment against global warming. The State Secretary for the Environment of the German Federal Government, Jochen Flasbarth , warned that mankind must agree on the "guard rails for global economic development" and observe the ecological limits of our planet (" Planetary Boundaries ").

Second UN Environment Assembly (May 2016)

The 2nd UNEP conference took place in Nairobi from May 23 to 27, 2016: More than 2,000 delegates from more than 170 of the 193 member states of the United Nations attended it. This time it was mainly about taking stock of the current environmental and climate situation as well as developing action plans for the implementation of existing agreements such as the global climate treaty of the UN climate conference in Paris 2015 (COP 21). The Hanns Seidel Foundation with Uta Staschewski (Kenya) and Axel Neubert ( Vietnam ) was the only German political foundation to actively represent the interests of German civil society ; the experts discussed topics such as climate change, air pollution, waste disposal and species protection .

Third UN Environment Assembly (December 2017)

From December 4 to 6, 2017 , the 3rd UN Environment Conference took place in Nairobi with around 2,500 participants from more than 100 countries, including many environment ministers and some heads of state and government and several company heads, scientists and representatives of non-governmental organizations ; The focus this time was on better coordination in the fight against global environmental problems such as reducing plastic waste in the oceans or air pollution : According to information published by UNEP in the run-up to the conference, up to seven million deaths worldwide were associated with poor air quality, among other things due to industrial emissions and car exhaust together ( -> e.g. fine dust , nitrogen oxides ). People in India and China die particularly often from environmental influences, where industrialization is being massively promoted. According to figures published by the UN in connection with the conference, around eight million tonnes of plastic waste landed in the world's oceans every year , endangering marine animals and becoming microplastic, for example. B. can also be found in drinking water - by 2050 the amount of plastic waste in the oceans will increase tenfold, according to Sam Barratt, the head of "Public Campaigns" at UNEP: This pollution is "beyond good and evil". The State Secretary at the Ministry of the Environment, Jochen Flasbarth , again traveled from Germany ( acting after the failure of the exploratory talks in Jamaica in 2017 ).

Once in November 2017 Bonn already COP 23 had occurred, the first North American climate summit took place in the environment at the same time to UNEP III North American Climate Summit held a few days later on 12 December of the French president Emmanuel Macron announced at COP 23 extraordinary or . Additional global environmental summit One Planet Summit ("One Earth Summit").

Result

At the end of this 3rd UN Environment Assembly, the environment ministers from all over the world decided to call for more consistent measures to be taken against global environmental pollution ; in addition, the establishment of an international group of experts to combat plastic waste in the world's oceans . In addition, the work of the UN environmental program at the interface between environmental pollution and health is to be expanded in the future. According to a UNEP press release on December 6th, “the world here is committed to a pollution-free planet” (“World commits to pollution-free planet at environment summit”). Germany wants to the Federal Environment Ministry (BMUB) the International Sustainable Chemistry Collaborative Center in Bonn as well as 13 million euros, the UN Alliance Partnership for Action on Green Economy (PAGE, "Partnership for Action green economy ") for corr. Measures in developing countries . The BMUB is also planning to host the conference of the International Nitrogen Initiative 2020 in Berlin .

Fourth UN Environment Assembly (March 2019)

The 4th UN Environment Conference took place in the Kenyan capital Nairobi from March 11th to 15th . With almost 5,000 participants from 179 countries, the meeting was the largest environmental gathering to date.

The delegates at the 4th Environment Assembly adopted a ministerial declaration, 23 resolutions and three decisions. The assembly also approved the work program and budget of the environmental program for the period 2020–21.

Because of the plane crash on March 10, 2019 , a minute's silence was observed at the beginning of the conference for the victims, including 22 UN employees.
