In the 18th century Johann Georg Klinger (1708–1764) ran a weaving business in Niederehrenberg . Later, Ignaz , Ottomar and Oskar von Klinger as well as Willi Klinger developed textile factories in Bohemia around 1900 during the heyday of Neustadt an der Tafelfichte. Ignaz Klinger learned linen weaving from his father . Around 1835 he ran a branch of the Neustadtler Webefaktorei CE Blumrich in Friedland . When this was dissolved, yarn traders encouraged Klinger to set up his own business and offered him loans. In 1839 he founded his own company in Neustadt an der Tafelfichte (Neustadtl), which initially traded and then began producing raw fabrics. After several years moved Klinger in the manufacture of finer fabrics like Chaly , batiste , Orleans , mohair , cashmere and Thibet . He had the raw materials equipped and processed by companies in Lörrach and Gera, among others . The re-imported goods he sold to Vienna wool printers as well as companies in Kosmanos , Liebenau , Liberec , Czech Aicha , Příbram and Prague . Around 1844, Klinger employed 700 house weavers, by 1850 it was already 1,500. In 1862 he built a weaving mill with 500 regulator and jacquard looms in Neustadtl . In 1868 the company was expanded; the first 50 mechanical looms were set up, and a further 100 in 1869. Klinger set up a weaving mill for his older brothers, whom he had initially employed, in Dittersbach .

After Klinger's death, his sons Oskar, Franz Edmund and Ottomar took over management of the company. The production of worsted clothing fabrics was started. A dye works was built in 1878, a mechanical weaving mill was bought in Jungbunzlau in 1881 and a spinning mill was built there in 1886 , and finally a mechanical weaving mill with 1,000 looms was built in Prato (Italy) in 1888 . Before the First World War , the company last had 5,000 employees, for whom remarkable social benefits were provided. There were branches in Brno , Budapest , Prague, Vienna , Hamburg , Paris , Milan , Naples , Alexandria , Constantinople and New York . After Klinger's sons left the company, the works were directed by his brother Oskar's son. Between 1918 and 1931 they were then sold together with the company "Ignaz Klinger", under which they remained known until 1945.

Ottomar Klinger (* December 24, 1852 in Neustadtl; † January 1, 1918 Kosmanos; since 1908 Ottomar Freiherr Klinger von Klingerstorff ) left the villa, called "Upper Villa", for himself, his wife and three children from 1888 to 1891 Architect Eduard Trossin

build in the castle-like neo - baroque style. The villa was decorated with Italian influence and many Italian building materials and is unique in northern Bohemia. It is a listed building. The villa with a cellar with two floors and a loft with over 2,700 m² of usable space was built on a built-up area of approx. 900 m². The building site is opposite the table spruce on a south-facing slope, from which a spring with particularly soft water feeds the villa.

After the end of the Second World War , the villa began to slowly deteriorate. Different uses followed, most recently as a kindergarten. As a result, and especially as a result of ten years of vacancy, the substance of the villa suffered. It was threatened with complete decline.

In 2001 the Villa Klinger was sold to the Krefeld entrepreneur and owner of the CiS Group, Peter M. Wöllner , through the mediation of the Office for Monument Protection . His company has been producing in Ludvíkov pod Smrkem since 1992 and founded a subsidiary there, CiS SYSTEMS sro, in 1997. The renovation was carried out under the direction of the architects and structural engineers Tomáš and Karel Myslivec from Liberec (Reichenberg).

In September 2002 a manufacture of cable fittings for medical devices was put into operation on the first floor . Furthermore, a 600 m² warehouse was built with additional rooms in the basement. By the end of the year, the personnel and financial accounting of Ludvíkov pod Smrkem (Lusdorf an der Tafelfichte) had also moved into the villa. Apartments for the operations manager and managing director as well as guest rooms were built on the top floor .

In 2003 and 2004 the ground floor was renovated. Several offices were built here in representative rooms. The restoration of the stucco in the hall of mirrors took over a year, despite the support of the technical college for construction. The west facade with the figures at the driveway were restored and the collapsed west tower was rebuilt true to the original. The driveway and the area surrounding the villa were paved and the park restored. The restoration of the glass window was carried out by Zdena Piverková from Prague.

In 2005 the fountain was built in front of the portal and the south facade was restored. The ceiling fresco by Adolf Liebscher (1857–1919) was restored by the painter Jiří Látal from Litomyšl . In 2006, the restoration of the north and east facade began. The roof was re-covered with slate . In 2007 the destroyed south terrace was reconstructed as the last major construction phase and the right of way was given a balustrade .

From 2008 to 2010 the old trees were tended and diseased trees were removed. In 2010, the manufacture of cable accessories was relocated to the newly acquired factory in Hejnice and additional administrative jobs (development, operational purchasing, order processing, personnel and financial accounting, IT) were created in the villa. Thus, today (2010) Villa Klinger is the headquarters of CiS SYSTEMS sro with approx. 45 workplaces. In 2011, the park was reforested and redesigned. In this context, a wrought-iron gate was installed to the park, which originally belonged to the former Villa Finkgräfe in Zeitz . From 2015 to 2019 further ornamental plants and trees (including two Californian sequoias, August 2019) were planted and a flower meadow was created.
