Walter Borning

Walter Borning (born April 13, 1920 in Neubrandenburg ; † August 25, 1983 in Berlin ) was a lieutenant general of the National People's Army (NVA) and an official of the SED in the GDR .

Life

The son of an electrical fitter visited after the elementary school , a high school and graduated in 1936 with the intermediate certificate from. He then completed vocational training at Sparkasse Neubrandenburg, where he then worked as an employee from 1938 to 1939 , before he was drafted into the Reich Labor Service (RAD) in April 1939 . In August 1939 he volunteered for military service in the Wehrmacht and was deployed in the war with the flak cartillery and the Fieseler Fi 103 , the so-called V1, in France , where he was finally promoted to NCO . In March 1945 he was sentenced to two years ' imprisonment by the Sondershausen Court Martial for treason , but this sentence was no longer carried out. Between May and June 1945 he was finally a US prisoner of war in Melk in Lower Austria .

After his return to Germany in July 1945, he initially worked as an unskilled worker in Schleswig-Holstein , before he was successively accountant and district councilor and head of the finance department in the Neubrandenburg district from 1946 to 1950 . After he was initially a member of the SED in 1946 and of the Kulturbund in 1947 , he completed a course at the State Administration School of Mecklenburg in 1949 . In 1950 he became an organizational instructor for the Ministry of the Interior and, after studying at the Karl Marx party college, in 1951 he worked in the State Budget Department in the Ministry of Finance, where he was involved in building up the Investment Control Department.

In 1952 he joined the Kasernierte Volkspolizei (KVP), the forerunner of the NVA, and was initially an instructor of a special commission for advertising the German People's Police (DVP) from May 1952 , before he became an instructor in the security department of the Central Committee in November 1952 SED was. After initially being the sector leader there from 1954 to 1955, in November 1956 he succeeded Gustav Röbelen as acting head of the security department of the Central Committee of the SED . He was also a member and at times also secretary of a security commission made up of Walter Ulbricht , Hermann Matern , Otto Grotewohl , Willi Stoph , Karl Schirdewan , Ernst Wollweber and Gustav Röbelen. In May 1957 he became deputy head of this department before, after attending a one-year course that began in December 1959 at the military academy of the NVA " Friedrich Engels " in Dresden, on October 18, 1960 he became a colonel head of the security department of the SED Central Committee and held this position until 1972. In this function he was also part of the distribution group for security-relevant decisions and reports of the SED Central Committee, such as the crime report.

Borning, who was appointed Major General of the NVA in 1963 by resolutions of the Politburo and the Presidium of the Council of Ministers on February 19 and February 28, 1963, was appointed to a high-level working group at a meeting of the National Defense Council with Heinz Hoffmann and Paul Verner , which was commissioned to work out a draft resolution of the Politburo of the Central Committee of the SED on the rights and obligations of the SED party organization of the NVA.

In 1968 he attended a further training course for senior cadres of the NVA at the Military Academy in Dresden, was awarded the Patriotic Order of Merit (VVO) in silver in 1969 and promoted to lieutenant general in 1970 by the Chairman of the National Defense Council of the GDR, Walter Ulbricht. In 1971 he also became a member of the Advisory Board for Socialist Defense Education at the Central Committee of the SED.

After he had already been sentenced to a party punishment in February 1972 and was dismissed as head of the security department of the Central Committee of the SED for "non-partisan behavior", he was released from service in the NVA on March 31, 1972 and retired as Lieutenant General a . D. From 1972 to 1979, Borning was general director of the houses of the Society for German-Soviet Friendship (DSF).

Borning died at the age of 63 and was buried in the Friedrichsfelde Central Cemetery.
