Twelve year rating
The twelve-year evaluation was a key developed by the German Football Association (DFB) to help identify the 16 founding members of the Bundesliga in 1963. Depending on the final position, a club was awarded points. Additional points were awarded for reaching the championship finals or the DFB Cup final . Deviating from this, specialist journals such as Kicker presented their readers with other calculation options, namely a self-developed ten and five-year evaluation.
The Bundesliga committee, which was to select the sixteen Bundesliga teams from the 46 applications received (minus two withdrawn), was bound by a regional key. Apart from that, his mandate was very general:
"To illuminate the applicant's options from three sides: according to sporting (performance in previous years, tradition), economic (wealth, economic support from private, entrepreneurial and public authorities) and technical (type of stadium, capacity)"

On October 6, 1962, the DFB advisory board determined the qualification mode. In each league season, the champion received 16 points, the second in the table 15 points and so on. The points scored in the seasons 1951/52 to 1954/55 counted single, those scored between 1955/56 and 1958/59 double and those scored between 1959/60 and 1962/63 triple. In addition, each club was credited three points for each season played in the top division. If a club reached the final round of the German championship, further points were awarded. The group winner received eight points, the second six, and so on. Anyone who failed to qualify for the finals received no points. The German champions and the DFB Cup winners in one season received 20 points, the inferior finalists 10 points. The German championship in 1963 and the DFB-Pokal in 1963 were not taken into account. Regardless of the number of points achieved, the champions of the five league seasons of the 1962/63 season were considered athletically qualified. If Borussia Neunkirchen had reached the final of the German championship in 1963, the Bundesliga would have started with 18 clubs. In this case, a sixth team from the Oberliga Süd would have been added to Neunkirchen. Teams that were a maximum of 50 points apart in the twelve-year evaluation were regarded by the DFB as being of equal rank. Here the placement decided in the 1962/63 season.
Appointment of the Bundesliga club
In order to identify the 16 clubs in the Bundesliga, the DFB set up a five-person committee chaired by Ludwig Franz , the President of 1. FC Nürnberg . The other members were Franz Kremer (president of 1. FC Köln ), Walter Baresel (chairman of the game committee of the North German Football Association ), Willi Hübner from Essen and Hermann Neuberger (chairman of the Saarland Football Association ). The substitute assessors were Dr. Barrelet (Hamburg) and Rudolf Gramlich (Frankfurt). The then DFB President Hermann Gösmann was aware of the difficulty of the task even then. Gösmann is quoted as saying "Choose 16 times and don't make enemies". The DFB set an application deadline for the 74 upper division clubs on December 1, 1962. 46 clubs submitted the documents on time. A week later, the DFB decided that the new league would include five clubs from West and South Germany , three from North Germany , two from South-West Germany and one club from Berlin . The southern German regional association protested and wanted to get seven places.
On January 11, 1963, the DFB appointed the first nine Bundesliga clubs. The places went to Hertha BSC , Werder Bremen , Borussia Dortmund , Eintracht Frankfurt , Hamburger SV , 1. FC Cologne, 1. FC Nürnberg, 1. FC Saarbrücken and FC Schalke 04 . For the remaining seven places, the DFB allowed 20 clubs and rejected 15 other clubs. The latter clubs included clubs such as the later Bundesliga clubs Bayer 04 Leverkusen and Borussia Mönchengladbach or ex-champions such as SpVgg Fürth . The Sportfreunde 05 Saarbrücken and Wuppertal SV withdrew their applications. The remaining seven Bundesliga clubs were announced on May 6, 1963. Eintracht Braunschweig , 1. FC Kaiserslautern , Karlsruher SC , Meidericher SV , TSV 1860 Munich , Prussia Münster and VfB Stuttgart qualified . The award of the last seven licenses was controversial. While the first nine nominated clubs were correctly selected even after the twelve-year ranking, some clubs were not taken into account in the selection of the last seven clubs despite promising placements.
Many of the clubs that were not taken into account felt that they had been treated improperly and protested against the decision of the DFB advisory board. However, all protests were unsuccessful. The rejected clubs were VfL Osnabrück , Hannover 96 , FC St. Pauli , Holstein Kiel (all north), Alemannia Aachen , Fortuna Düsseldorf , Westfalia Herne , Schwarz-Weiß Essen , Rot-Weiß Oberhausen (all west), and FK Pirmasens , Borussia Neunkirchen (all south-west) as well as Kickers Offenbach and FC Bayern Munich (all south). The Bundesliga committee described the failure to consider Offenbacher Kickers and Alemannia Aachen as hardship cases and recommended that the DFB advisory board increase the number of Bundesliga clubs to 18.
After the announcement of the remaining Bundesliga clubs, the specialist magazine Kicker decided not to publish letters to the editor and suggested increasing the league to 20 clubs, which should be successively reduced to 16 clubs. 17th place should be determined by playoffs between Kickers Offenbach and Bayern Munich. Alemannia Aachen should get another place. Borussia Neunkirchen and FK Pirmasens should play for 19th place, while the last place should be played in playoffs between a representative from Northern Germany and Tasmania Berlin.

Oberliga Nord
In Northern Germany, in addition to the series champion Hamburger SV, who completed 15 of the 16 league seasons as champions, and Werder Bremen, Eintracht Braunschweig was also accepted, although the club only finished seventh in the twelve-year ranking. The clubs VfL Osnabrück, FC St. Pauli, Hannover 96 and Holstein Kiel, which were placed in front of Braunschweig in the twelve-year standings, protested the decision. The DFB justified its decision by stating that the clubs named “are to be regarded as equivalent due to their sporting past” and therefore “this year's table should be decisive”. Braunschweig was third in the Oberliga Nord in the 1962/63 season and received the Bundesliga license.
VfL Osnabrück received a rejection because the DFB was of the opinion that Eintracht Braunschweig was "economically more stable" than VfL. The President of VfL Osnabrück, Friedel Schwarze, said he was “standing in front of the ruins of his life's work”. FC St. Pauli was refused entry into the Bundesliga because, according to the DFB, only one club from each city would be accepted. Hannover 96 had better technical conditions than Braunschweig, but was out of the question because of the mediocre performance in the 1962/63 season.
The fact that Holstein Kiel was not accepted into the Bundesliga is attributed to the proportional characteristics of the North German Football Association . After the first two licenses went to a club from Hamburg and Bremen, third place had to go to Lower Saxony , as the Lower Saxony Football Association was larger than the other three state associations ( Schleswig-Holstein , Hamburg and Bremen ) in terms of members and number of teams is.
Oberliga West
The first two of the five places in West Germany went to 1. FC Köln and Borussia Dortmund. Both teams faced each other on June 29, 1963 in the final final of the German championship, which Dortmund won 3-1. The remaining three places went to FC Schalke 04, Preußen Münster and Meidericher SV. Especially at Alemannia Aachen, which took fourth place in the twelve-year ranking of the Oberliga West, the rejection of the DFB met with fierce resistance. The DFB advisory board responsible for awarding the licenses, which included the president of 1. FC Köln Franz Kremer, decided in favor of Meiderich and against Aachen for reasons of association policy, as otherwise no club from the Lower Rhine regional association would have moved into the Bundesliga. According to Alemannia, Franz Kremer wanted 1. FC Köln to be the only representative of the Middle Rhine regional association in the Bundesliga.
Oberliga Südwest
The allocation of the two Bundesliga places in the Oberliga Südwest was heavily controversial. When the first nine Bundesliga clubs were announced on January 11, 1963, a place was awarded to 1. FC Saarbrücken, although 1. FC Kaiserslautern could not have been ousted from first place in the twelve-year ranking of the Oberliga Südwest. The decision for Saarbrücken was made in the official DFB statement because Saarbrücken is the largest city compared to the competition and has better motorway connections . Kaiserslautern was the second club to receive a Bundesliga license through the championship title. The decision in favor of Saarbrücken, which came second in the twelve-year ranking, was heavily criticized in particular by the clubs Borussia Neunkirchen, which were the only finals not included in the Bundesliga in 1963, and FK Pirmasens. It is often argued that Hermann Neuberger , who originally came from Saarland and was a member of the DFB Presidium at the time, wanted to bring "his" club into the Bundesliga with 1. FC Saarbrücken.
Oberliga Süd
In the south, only the early decision for 1. FC Nürnberg and Eintracht Frankfurt was undisputed. The fact that TSV 1860 Munich was considered the fifth team after Karlsruher SC and VfB Stuttgart was particularly hotly debated. The Munich “Lions” had secured the championship title of the previous season in 1962/63, but were well behind Kickers Offenbach and their city rivals FC Bayern in the twelve-year standings. In Offenbach in particular, the decision to grant the last champions of the Oberliga Süd a place in the Bundesliga caused horror. With the exception of the last season, the OFC had always occupied a place in the top third of the table and, as fifth in the twelve-year ranking, firmly expected the award. The specialist magazine Kicker wrote that “there is no key at all that locks Offenbach's Bundesliga”. The fact that the then president of Eintracht Frankfurt - Rudi Gramlich - was on the responsible DFB advisory board fueled conspiracy theories that still exist today.
Those in charge of FC Bayern demanded a place in the Bundesliga, since TSV 1860 was included solely because of the placement in the 1962/63 season, and third-placed FC Bayern also did better than the competitors from Stuttgart and Karlsruhe. They started an urgency request to increase the Bundesliga, which was rejected by the association. The DFB justified its decision against FC Bayern by stating that it was “not advisable that two clubs from the same city should be included”. In addition, according to the DFB, Bayern lacked a "sporting past".
City League Berlin
In Berlin, three clubs had applied for a place in the Bundesliga. With Hertha BSC, the champions of the 1962/63 season were granted the license. Runner-up Tasmania 1900 , three times champion in the last five years of the city league, protested against the decision and accused Hertha of falsifying accounts . The third applicant was the two-time German champions BFC Viktoria 1889 , who was only penultimate in the 1962/63 season and even relegated after three relegation games against the Reinickendorfer Füchse , thus not qualifying for the new Berlin Regionalliga.

A superscript M indicates the German champion, a superscript V the runner-up. A superscript P denotes the DFB Cup winner, a superscript F the inferior cup finalists. The down arrow ( ) indicates that the club played in a lower league for the season. The points achieved in the season are listed in the lower line with a blue background.
