Events

On the advice of the official Liu Yan, the Chinese Emperor Ling extended the civil and military powers of the governors in order to cope with the numerous peasant uprisings in the empire. This measure sealed the collapse of the central power in the Han Empire . The emperor also appoints officers Yuan Shao , Cao Cao and Chunyu Qiong as colonels of the West Garden Army .
