Advisory State Assembly of the State of Württemberg-Hohenzollern

The Advisory State Assembly for Württemberg-Hohenzollern was a body that existed after the Second World War to draw up a state constitution. As the predecessor of the state parliament for Württemberg-Hohenzollern , it corresponded to the consultative state assemblies in the two other countries of the French occupation zone Rhineland-Palatinate and Baden as well as the appointee state parliaments of the states in the American and British occupation zones.

After the Second World War , the states of Baden and Württemberg were divided between the American occupation zone in the north and the French zone in the south. The states of Württemberg-Hohenzollern and Baden were established within the French zone, and the state of Württemberg-Baden in the American zone .

On October 16, 1945, the French occupying forces founded a provisional government known as the "State Secretariat" in Württemberg-Hohenzollern. A conference of district administrators and mayors was set up as an advisory body for this government. It met for the first time on November 3, 1945 in Tübingen and then met regularly at various locations in the country.

On October 8, 1946, the French military administration ordered the constitution of the “Advisory State Assembly for Württemberg-Hohenzollern”, whose main task was to draw up a draft constitution. After elections for the local councils had been held on September 15, 1946 and elections for the district assemblies on October 13, 1946, the members of the National Advisory Assembly were elected on November 17, 1946. The election was based on the proportional representation system using the lists of approved parties by two electoral bodies. The first electoral body consisted of the delegates from the district assemblies, the second body consisted of the municipal councils of cities with a population of over 7,000. Only mayors, members of the municipal councils and members of the district assemblies were eligible.

The consultative state assembly met on November 22, 1946 for its constituent meeting under the senior president Emil Niethammer in Schloss Bebenhausen . It passed the draft constitution that it had drawn up on April 22, 1947. The last session of the assembly took place on May 9, 1947. After the French military government had approved the text of the constitution, the constitution was submitted to the population for a vote on May 18, 1947 at the same time as the election for the first state parliament. It received 268,701 yes-votes and 116,045 no-votes.

At the constituent meeting of the Provincial Consultative Assembly on November 22, 1946, Karl Gengler ( CDU ) was elected President. First deputy was Fritz Fleck ( SPD ), second deputy Karl Kübler ( DVP ).
