Berlin is located in the southeastern center of Wisconsin on both sides of the Fox River , a tributary of Lake Michigan .

The city of Berlin is surrounded to the west, south and east by the Town of Berlin of Green Lake County and to the north by the Town of Aurora of Waushara County, without belonging to any of the towns.
