The federal working group of the task authorities of the SPNV eV based in Berlin is the umbrella organization of the ordering organizations of the local rail passenger transport in Germany.

Since the rail reform and the regionalization of local rail transport in 1996, the federal states and regions have been responsible for organizing regional rail transport in Germany instead of the federal government. Some countries carry out this task themselves, in others it is local authority associations . The BAG-SPNV and its members endeavor to contribute to the perspective achievement of a Germany-Takt .

The members are the 27 ordering organizations and authorities of local rail passenger transport in Germany. You are now ordering over 680 million train kilometers per year for EUR 8.2 billion ( regionalization funds ) from around 65 railway companies (EVU).

The association organizes the exchange of information between its members, develops concepts for the further development of the regional rail transport, represents the interests of the regional rail transport authorities vis-à-vis politics, the public, transport companies and associations and advises the federal government, the federal states, special-purpose associations , parliaments and authorities on questions relating to local rail transport. She is in close contact with politics, railway transport and railway infrastructure companies and participates in legislative processes .

The purpose of the BAG-SPNV and the transport authority of the SPNV is to improve the quality of local transport and to attract more passengers. As a service of general interest , they are intended to ensure that the population is adequately served with public transport services .

The operating performance in local rail passenger transport increased in the period from 1996 to 2014 from 536 to 659 million train kilometers per year, which corresponds to an increase of 22.9%. It should be noted, however, that after constant increases between 1996 and 2006, in 2007, 2008 and 2011 the number of train kilometers traveled fell slightly. The highest level of performance was reached in 2014 with 659 million train kilometers.

During the same period, the share of Deutsche Bahn in the operating performance decreased from 97.4 to 74.1%. The share of non-federally owned railways thus rose from 2.6 to 25.9%.

The BAG-SPNV is committed to clear and fair competition in German rail transport, which should also ensure efficient and high-quality service for passengers.
