The Federal Police Directorate Vienna was up to the restructuring of the security authorities in 2012 , i. In 1995, the Vienna Federal Police Directorate, with the consent of the Interior Minister, published a mission statement that it had drawn up in the entrance area of ​​the Schottenring 7–9 headquarters building :

The mission statement has remained unchanged since 1995. In 2005, however, the security guard and criminal service were merged to form the federal police guard.

In the police headquarters, the civil security agendas for Vienna had to be organized and coordinated under the supervision of the Ministry of the Interior. The administrative police tasks (aliens police, weapons, ammunition, shooting and explosive devices, press, club police, assembly matters) were carried out by the police lawyers of the BPD.

The BPD was subordinate to the executive service of the federal police guard , which was led by the Vienna State Police Command and headed by the State Police Commander responsible for the internal organization of the company. The guard was divided internally into:

  • the uniformed police (until 2005: Federal Security Guard Corps), which carries out the public security and security service;
  • the civil police, also known as the criminal police (until 2005: criminal police corps ), which work on solving more serious crimes.

The previously independent guard bodies had been merged since 2005. Furthermore, the state police command (and thus the BPD) was responsible for the special unit WEGA .

The state police, which fights activities that endanger the state, was spun off in 2002 into the newly founded Federal Office for the Protection of the Constitution and Counter Terrorism (BVT). Passport and registration systems were outsourced to the Vienna city administration in 2005 . Since then, passports have no longer been issued by the police department, but by the municipal district offices.

BPD Vienna was the only BPD in Austria to have 14 branches, which are known as police commissioners ; their heads carried the usage designation city ​​governor . Up until the police reform in Vienna in 2002, there were 23 district police stations. Since 2005, each police station has been subordinated to a city ​​police command (until 2005: security guard area department; until 2002: security guard district department), from which police work is directed.

criticism

On a political level, Mayor Häupl and the SPÖ Vienna criticized the fact that the number of Viennese police officers did not correspond to the various tasks of the police and that it had not increased but decreased during the years of police reforms. The increase in staff promised by Interior Minister Maria Fekter is taking far too long. The interior minister endeavored to reduce the staff shortage, among other things, by taking over federal officials no longer needed there for administrative agendas of the Viennese police by the Post AG ; the first former post office workers (they are former office workers, not postmen) have been working for the police on a trial basis since September 2009.

Exponents of civil society criticized the human rights questionable behavior of individual law enforcement officers towards foreigners. The cases of Marcus Omofuma (did not survive his deportation), Seibane Wague (did not survive fixation on the ground), Bakary J. (severe abuse of a detainee in deportation ), Binali Ilter (lethal use of weapons against the confused) and Nicolae J. (unlawful killing after shooting amok) caused a special stir.

It is not uncommon for law enforcement officials to anonymously express the opinion that the reforms that have taken place since 2002 have not made the work of the police any easier or have not improved them. It cannot be clarified for the public whether skeptical statements have a factual background or result from personal disappointment over a lack of recognition or a lack of career opportunities.
