After attending the Zittau high school , the son of a master carpenter studied architecture at the building trade school in Dresden between 1826 and 1829 . By 1834 he deepened his architectural knowledge with Karl Friedrich Schinkel in Berlin .

His first major construction project was the reconstruction of the Zittau St. John's Church, which had been in ruins since it was shot in the Seven Years' War from 1757 . Schinkel was commissioned by the Zittau Council in 1833 to revise the building plans. Schinkel entrusted his pupil Schramm with the implementation of the new classical building he had designed . With this construction project carried out from 1834 to 1837, Schramm made a name for himself. During this time he also directed the renovation of the church in Reibersdorf, which took place between 1836 and 1837 .

In 1840 Schramm received the order from the Zittau Council to build the new town hall. For this neo-renaissance building in the Italian style, Schramm revised the drafts created by Schinkel in 1833. The new main customs office building in Zittau was built around the same time. After the completion of these buildings, the next order from Zittau followed, the construction of the trade and building trade school. This school building on the ring system at the Kreuzkirche was built between 1846 and 1848. From 1855 Schramm was director of the Saxon building trade school in Zittau.

Schramm's reputation as an important architect led to other important orders, such as the construction of the town hall in Kamenz , the Dittelsdorf church and both church buildings in Leutersdorf . In addition, there were school buildings in Löbau and the renovation of the former Hammerschmidt property on the Zittau city ring for the manufacturer Ferdinand Wäntig. This building, known as the Wäntighaus , is now used as a police station. In Zittau he joined the Freemason Lodge Friedrich August to the three circles .

Through the marriage of his daughter Auguste Ida to Otto Kaemmel , Schramm had been related by marriage to the Zittau high school rector and MP Heinrich Julius Kaemmel since 1869 .

Schramm was a knight of the Saxon Order of Albrecht . In 1991 the city of Zittau named a street after him. His grave is in the cemetery of the Frauenkirche in Zittau .
