Christof Gramm

Christof Gramm (* 1958 in Rüsselsheim ) is a German lawyer and was President of the Military Counter-Intelligence Service (MAD) from 2015 to 2020 . In this capacity he was the third civilian President of the Military Counterintelligence Service in a row.

Life

Gramm comes from Hessen. He made after the Abitur 1976 military service in Bundeswehr transmitter Radio Andernach . From 1977 to 1982 he studied law at the Rheinische Friedrich-Wilhelms-Universität Bonn and the Albert-Ludwigs-Universität Freiburg . After the first state examination in law , he completed a three-year legal traineeship in Hesse. He then worked as a research assistant at the Institute for Public Law and at the Institute for Legal Philosophy and Canon Law at the University of Freiburg im Breisgau. He was then a consultant in the university department in the Federal Ministry of Education and Science and a consultant or head of department for constitutional law of the state organization in the Federal Ministry of Justice in Bonn . In 1998, Rainer Wahl received his habilitation in public law and legal philosophy and the award of the Venia legendi or appointment as a private lecturer at the law faculty of the University of Freiburg im Breisgau . In 2002 he received a license to teach constitutional procedural law and debate training for lawyers at the law faculty of Heinrich Heine University in Düsseldorf . In 2005, he completed his habilitation and was granted the license to teach public law and legal philosophy in Düsseldorf . Gramm published three books on German constitutional law.

In 2002 he moved to the Federal Ministry of Defense , where he became head of the division for legal issues relating to privatization and for constitutional and administrative law. From 2008 to 2012 he was head of unit and was responsible for legal and technical supervision of MAD. From 2012, he headed the Justice and Security Division. In 2012 he had to testify before the committee of inquiry into the “National Socialist Underground” about the role of the MAD in the scandal surrounding the right-wing extremist terrorist organization. He has headed the MAD since January 2015.

After the attack on Charlie Hebdo in 2015 , Gramm warned that Islamists could also be trained in the Bundeswehr. "We see the risk that the Bundeswehr can be abused as a training camp for violent Islamists," said Gramm.

On September 24, 2020, the ministry informed the chairmen in the Bundestag to part ways with Gramm by mutual consent in order to advance the reform process in the MAD and the Bundeswehr after a series of right-wing extremist incidents. It had previously become known that the head of the evaluation department at the MAD had passed on internal information from ongoing investigations against suspected right-wing extremists in the Special Forces Command to a KSK soldier. Gramm will be put into temporary retirement from October 2020 .
