The Deutsche Bahnkunden-Verband e. V. (DBV) as a passenger association is an organization of passengers, rail users and customers of the passenger and freight traffic , with the aim of influencing transport policy and rail policy. The content of the work of the association is the development of its own transport concepts, statements on transport policy, participation in passenger advisory boards and other committees, maintenance of railway lines and sidings, promotion of environmental and rail awareness as well as the maintenance of the historical heritage in the railway sector. The association is based in Berlin . The association publishes the Signal magazine together with the Berlin passenger association IGEB and operates the Berlin passenger center with it. He is a member of the European Passengers 'Federation ( European Passengers' Federation ) and Pro-Rail Alliance .

history

The Deutsche Bahnkunden-Verband was founded in February 1990 in Berlin as a GDR counterpart to the already existing Pro-Bahn Association in what was then the Federal Republic of Germany, initially under the name ProBahn - Main Association of the GDR . After reunification , in February 1991 the name was changed to ProBahn - Main Association of East German States , from which in 1993 the Deutsche Bahnkunden-Verband e. V. emerged .

In the same year, active members of the DBV founded today's Deutsche Regionalisenbahn with the aim of maintaining at least one touristic operation on lines closed down by Deutsche Bahn . This company was initially called Deutsche Regionalbahn , special assets of the DBV. This was transferred to today's GmbH in 1996 . In the meantime, there has been an organizational separation between DRE and DBV, whereby a cooperation agreement has been concluded for further cooperation, which provides advantages for DBV member clubs ( most-favored nation principle ).

structure

The association is divided into a federal association, state associations, regional associations, development associations and member associations. The regional associations can comprise several federal states. The regional associations are predominantly active at the district level, but can also be across several districts and transnational (for example the Altmark-Wendland regional association which includes the states of Lower Saxony and Saxony-Anhalt).

Projects

DBV travel station

The DBV project ReiseStationen serves to take over ticket sales outlets in the regions that are at risk of being closed with the aim of maintaining high-quality advisory sales for rail products. In addition, a region-specific offer (e.g. railway literature, luggage storage, bike rental) is made available. At the end of 2009 there was an expansion to include ticket agencies with an extensive range of travel needs. The first travel station was set up in Oschatz and Sassnitz on Rügen followed in November 2006 . The ReiseStation in Züssow , which was taken over in October 2006, was closed again at the beginning of 2008, as a platform-level transfer from or to the UBB is possible after a platform conversion . The travel stations are operated by DRE Bahnverkehr GmbH on behalf of DBV. As the customer response in the Oschatz travel station continued to decline, it had to be closed at the end of August 2012. Only at the beginning of 2019 was it possible to set up a second travel station at Zeitz train station .

DBV-BürgerBahn

The aim of the DBV project BürgerBahn is to resume passenger transport on disused lines as required . The driving operation is to be largely self-economic, as the driving operation is carried out by volunteer staff based on the example of numerous citizen bus projects and the route is maintained inexpensively through a cooperation with the DRE. One of the first Citizens' Railways is the Elbe-Elster-Express , which has been running on the Niederlausitzer Railway since June 2006 by the DBV-Förderverein Niederlausitzer Eisenbahn . However, the traffic had to be stopped in the 2008 season because the number of passengers was too low and no financial support from the neighboring municipalities was foreseeable.

German Rail Weeks

To promote environmental and rail awareness, the DBV and its member associations hold the German Rail Transport Weeks, which last several weeks, at numerous locations and railway lines in Germany. One focus is the routes managed by the DBV development associations, on which special trips often take place. Another focus is the lecture and discussion events ( passenger talk days ) with DB Fernverkehr , the regional transport companies in Berlin and Brandenburg ( DB Regio , NEB , ODEG ) as well as the urban transport company S-Bahn Berlin GmbH and the bus , tram and subway branches the BVG . The 25th German Rail Transport Weeks took place from August 29th to October 5th, 2008, mainly in Berlin, where the company was founded. For the first time, over 10,000 visitors took part in 129 events.

German Rail Transport Prize

Since 1986 the DBV has been honoring personalities and institutions for their outstanding achievements in the interests of rail customers. For this purpose, the association awards the German Rail Transport Prize annually in various categories (e.g. rail prize, citizen and association prize, European prize, culture prize, media prize).

The honorary award has only been awarded twice:

  • 1998 to Adolf-Heinrich von Arnim (1916 to 2008) for his effective advocacy for the interests of passengers and
  • 2006 to Dieter Ludwig (1939 to 2020) for his life's work " Karlsruher Modell ".

Extended long-distance rail network

Because DB Fernverkehr concentrated more and more on the high-volume main traffic routes and thus stopped serving many medium-sized cities with the Interregio or through through coaches , the DBV developed a needs-based concept for an extended long-distance rail network in Germany in 2010 , which also provides for medium- sized and spa towns with the To connect metropolises with long-distance connections without changing trains. The concept is discussed with the local authorities and associations concerned at long-distance forums, with one goal being to convince the parliaments of a legal specification of public services in the sense of connecting medium-sized towns to national long-distance rail transport.

Potential analysis of disused routes

On October 2, 2015, Deutsche Bahn (DB) and DBV signed a letter of intent in which it was agreed that DBV, in cooperation with DB and other users, would carry out an analysis of the reactivation options for disused routes over the next two years. During the review phase, DB Netz will not divest or sell the routes in order to keep the route free for reactivation.

Traffic models

In order to maintain secondary railway lines on which publicly subsidized local rail passenger transport has been discontinued or is in danger of being discontinued, the DBV has developed three models that were tested in practice on the DRE lines. The common goal of the models is to reduce operating costs , which are usually not completely covered by fare income, and to increase income by developing additional sources of finance. The municipalities along the route, the federal states involved and, if applicable, the EU come into question.

BürgerBahn model

The BürgerBahn model is based on the fact that, similar to the citizen bus, rail traffic is carried out by volunteers in order to reduce costs. The neighboring municipalities should support the operation both financially and through in-kind contributions (e.g. maintenance of stations, maintenance of platforms). The model was carried out between 2006 and 2008 on the Niederlausitzer Railway . However, it failed there due to the lack of personnel commitment by the volunteers and the lack of financial commitment by the municipalities.

Schmiedeberger model

After the local rail transport has been canceled on a route, it is possible to use some of the funds earmarked for rail replacement services for needs-based rail transport. For this purpose, the bus offer in regular and school transport is to be redesigned in such a way that the largest passenger flows are handled by rail and the bus takes on feeder and supplementary functions. This model is easiest to implement if the regional bus operator also operates rail transport so that it does not suffer any disadvantages. It has been practiced on the line between Lutherstadt Wittenberg and Bad Schmiedeberg since the end of 2007 (see Pratau – Torgau and Pretzsch – Eilenburg lines ).

Critics believe that the Schmiedeberger model is only geared towards parallel school traffic, which is additionally subsidized by the Wittenberg district as a responsible body, and a few spa guests. An increase in the number of passengers is therefore not achieved.

Muldentaler model

The Muldental model provides that the rail traffic is financed through the communities, cities and districts affected by the route with a levy . This model should be implemented on the Saxon Muldentalbahn from 2007. However, the implementation has so far failed due to the lack of operability of the line due to technical difficulties.
