The European Maritime Safety Agency ( EMSA ; English E uropean M aritime S afety A gency ) was in response to the sinking of the oil tanker "Erika" decorated and contributes to improving maritime safety in EU waters. The aim is to reduce the risk of accidents at sea , pollution of the seas by ships and the loss of human life at sea. EMSA has had its headquarters in Lisbon since 2006 , but started its work in Brussels in 2002 .
Legal basis
The legal basis is Regulation 1406/2002 of the European Parliament and of the Council.
tasks
The EMSA's task is to advise the European Commission on technical and scientific questions relating to maritime safety and the prevention of marine pollution from ships. It also assists the Commission in the ongoing development and updating of legal acts, in monitoring their implementation and in evaluating the effectiveness of existing measures. To this end, representatives of the Agency carry out inspections in the Member States.
Her area of responsibility also includes active support in the application of the Community system of port state control and the control of classification societies recognized at European level . EMSA also supports the development of a joint approach to investigating marine casualties and the establishment of a European information system for shipping.
EMSA is the point of contact for inquiries from Member States that are related to the specific application of Community regulations, such as the monitoring of shipping traffic, port state controls and the competence of the flag states. In this way, it promotes cooperation between Member States and the dissemination of good practice in the Community. In this respect, it also plays an important role in the EU's enlargement process , as it helps the candidate countries to adopt and apply the acquis on maritime safety and the prevention of pollution from ships.
Finally, EMSA assists the Commission and Member States in assessing the effectiveness of these rules by providing them with objective, reliable and comparable data on maritime safety and pollution from ships.
