Bicycle-friendly municipality (Baden-Württemberg)
The bicycle-friendly municipality is awarded by the state of Baden-Württemberg . The prerequisite for the award is membership in the working group of bicycle-friendly municipalities in Baden-Württemberg (AGFK-BW) and a successfully passed examination before a commission of the state alliance ProRad. The award must be renewed after five years.

Freiburg
The share of cycling in Freiburg was 28% at the beginning of 2015 and is to be increased to 30% by 2020.
Freiburg has qualified as a bike-friendly city because it a. There was a bicycle station at the main train station and since Freiburg was one of the nine pilot cities in the campaign Kopf: Motor aus in 2009 and 2010.
The basis for the bicycle traffic policy in Freiburg was initially the traffic development plan 2020 with extensive concepts for the promotion of bicycle traffic and the aim of shifting the motorized individual traffic to the environmental network . In 2011, the examination board warned that further efforts should be made to improve road safety and issued a number of requirements.
In 2013, the cycling concept 2020 u. a. with the aim of significantly reducing bicycle accidents. Freiburg wanted to spend 3 million euros in the 2013/14 double budget for expanding the cycling infrastructure.
In 2014, Freiburg acquired three more in addition to the bicycle traffic meter, which was presented to the city together with the bicycle-friendly municipality award . With the counting stations it was possible to prove that the number of cyclists increased by 30 percent between 2013 and 2015. The meter reading at the Wiwilí bridge between the main train station and the bike station can be viewed online.
Two sections of the cycle path network with a total length of 14 kilometers are designated as cycle priority routes . In the longer term, there should be 13 such routes.
In the ADFC bicycle climate test in 2012, Freiburg was ranked second behind Münster. In the same ranking in 2014, Freiburg took third place behind Karlsruhe for cities with more than 200,000 inhabitants.
For many Freiburg residents, the pace of bike funding is too slow. A 'black book' criticizes the fact that agreed concepts are only implemented slowly and that in Freiburg 10 cyclists are still injured every week. The ADFC complained in 2015 that the council reduce the investment in bicycle traffic by 60% and would thereby cancel the expenditure on security measures complete.
In 2017 the city received the title again.
Karlsruhe
In Karlsruhe , cycling exceeded 25% in 2012. A share of 30% is targeted for 2020.
A 20-point program for cycling funding was introduced in 2005 , which was continued in 2013.
Since 2007 there has been a bicycle station with 440 parking spaces at the main train station.
Also since 2007 there has been a system of rental bicycles that is not tied to a station. The locations of available bikes can be researched via the Internet and mobile phone app. Since 2015 there have also been two eBike rental stations.
Karlsruhe has been involved in the Kopf an: Motor aus campaign since 2009 and has z. B. 'Coaching packs' distributed to drivers waiting in front of traffic lights who u. a. included a 'short-distance driving school'. In 2009 and 2010, Karlsruhe won this zero-emission mobility campaign, i. H. the costs of the campaign were borne by the Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMUNR).
Over the years, 4,300 bicycles have been raffled off to students in Karlsruhe, and in 2014 200 bicycle helmets were given away.
The goal of becoming the most bicycle-friendly city in Baden-Württemberg was achieved in 2014 with 2nd place behind Münster. Within the nationwide initiative Germany moves looks Ingo Froböse from the Cologne Sports University of Karlsruhe in 2015 even in first place. The target set within the 20-point program of improving cycling safety by 15% could not be achieved. In 2010 and 2012 there were almost 500 injured cyclists.

With the two real-world laboratories “ KIT Finds City ” and “ Go Karlsruhe! “In addition to bicycle traffic, urban development and pedestrian traffic are also promoted in Karlsruhe.
In 2017, the 'Radiale' will take place in Karlsruhe from May 24th to 28th to mark the 200th anniversary of the bicycle . This commemorates the invention of the bicycle by Karl Drais .
Offenburg
In Offenburg , the proportion of bicycle traffic is 25% and thus at a similar level as in the university cities of Freiburg and Karlsruhe.
In 2013, the fully automatic bicycle parking garage "Radhaus" for 120 bicycles was completed at the main station.
In Offenburg there is a special feature that, parallel to the public bicycle rental system, bicycles and tandems are loaned to citizens and tourists free of charge. During the scientific monitoring of the eBike rental, it was found that 50% of the lenders came from the city itself.
After very good values in previous years, Offenburg slipped from 8th to 15th place in the 2014 ADFC cycling climate test. Conflicts with motorists to which the city wants to react were named as the cause.
Offenburg relies on active mobility management and wants to enable freedom of choice between the modes of transport, promote the environmental network and increase the occupancy rate of cars. To improve freedom of choice, z. B. four mobility stations with 34 bicycles, 7 electric cars and 3 pedelecs . A card system can be used for payment.
The city of Offenburg provides information on its free Pelelec charging station, the shard telephone introduced in 2003, the integrated traffic concept and mobility management on its website.
Kirchheim unter Teck
Kirchheim unter Teck had a bicycle traffic share of 14% in 2009, which is to be increased to 20% by 2020.
In 2012, the ADFC praised Kirchheim for its network of road-independent paths, but criticized some jostling bars and jointly guided walkways and cycle paths.
Kirchheim unter Teck has summarized the measures to promote cycling in a cycling master plan . In the cycling report , the cycling officer presents the measures that have already been implemented.
There is a bicycle station at the train station, where u. a bikes and pedelecs are loaned out.
In 2013 the Lauter-Alb-Lindach-Radweg was inaugurated, a branch of the Neckar Valley- Radweg .
Kirchheim took part in the AGFK-BW joint action Brötchentüte in spring 2014, with which the bags were used to explain why cycling keeps you fit and healthy.
In 2015, the Kirchheim high schools took part in the AGFK model project cycle school path plan , in which u. a. Problem areas along the way to school were identified using a web-enabled geographic information system.

Heidelberg
In Heidelberg , the share of cycling was 25% at the end of 2012 and 30% in 2016. As early as 2013, the citizens of Heidelberg made 26% of their journeys in domestic traffic by bicycle. The Mobility in Germany study confirms this proportion for 2017 as well. According to a survey in 2018, 35% of Heidelberg residents mainly use their bikes to travel within the city .
There is a traffic management and since the end of 2014 a bicycle traffic officer.
A public bike rental system has existed since 2015, which includes Heidelberg, Mannheim, Ludwigshafen and Speyer.
Since November 1, 2015, cycle traffic has also been counted automatically at four points. The status of the counting systems can be viewed online.
In the Rhine-Neckar region, you can take your bike on the S-Bahn free of charge after nine o'clock if there is enough space. A S-Bahn ticket can be conveniently booked with the “eTarif” mobile phone app , but unfortunately the bike ticket required before nine o'clock cannot be billed via this RNV airline tariff app , as the RNV itself operates the S-Bahn does not operate and bicycles are free of charge on the trams operated by this transport provider. At the initiative of the police, since 2014, Heidelberg has been using the Plus5 prevention campaign to encourage citizens to take more time on their bikes in order to arrive safely. The Heidelberg police do not make themselves popular either when they are B. lets cyclists out of their tires if the lights don't work. The interior minister Reinhold Gall awarded the campaign with the state prevention prize for road safety. There are clear hotspots of accidents in Heidelberg. In 2013, 245 people were injured in cycling accidents. In 2015 there were 293 injured.
In a representative survey, 20 percent of Heidelberg residents said they would not cycle to school or work because it was too dangerous. The reason given is that the cycle paths are too narrow or not clearly recognizable as cycle paths. Three quarters of Heidelberg residents would like the city to focus more on the subject of cycling. Over 80% would like an initiative for better cooperation in traffic and 75% would like more cycle paths. Overall, however, the study found that cycling is significantly more fun in Heidelberg than in other cities.
An upcoming major project provides for a connection between Bahnstadt and the university grounds in Neuenheimer Feld . To do this, the railway tracks in the area of the main station and the Neckar must be overcome.
In 2016, in addition to part of the Plöck, a second bicycle street was set up in Franz-Marc-Straße.
In 2017, a Heidelberg campaign was awarded the German Bicycle Prize, in which a car parked in a bicycle street was completely covered with Post-it notes.
The Nextbike rental bike service, which has been continuously expanded since 2015, was expanded to 29 stations by 2017.
A connection to two bicycle expressways is planned . An express route from Heidelberg via Mannheim to Ludwigshafen and Schifferstadt is already being implemented. A feasibility study is being prepared for another expressway along the Bergstrasse to Darmstadt .
Tübingen
The share of cycling in Tübingen was 20% in 2010 and increased to 25% by the end of 2015.
Since 2010, Tübingen has had a cycling concept as the basis for promoting cycling. It is a good 400 pages long and part of the integrated transport concept Mobility 2030 Tübingen . In Tübingen there are nine main cycling routes on or near the roadways with a total length of almost 90 km. In addition to continuous, attractive cycling routes, increasing safety and comfort as well as multimodality and intermodality, the aim of the cycling concept was to create a cycle-friendly climate.
Even before 2010 there were public rental bicycles in Tübingen. A third bicycle street was inaugurated at the end of 2015.
In 2014, Tübingen took first place nationwide in the ADFC bicycle climate test among cities with between 50,000 and 100,000 inhabitants and came sixth nationwide. It was positively emphasized that Tübingen successfully advertises cycling and that cyclists are accepted as road users. There is still potential in terms of bicycle parking spaces, the possibility of taking bicycles with you in local traffic and the interaction between cyclists and pedestrians.
In 2015, the mayor of Tübingen Boris Palmer was voted the most bicycle-friendly personality.
The city's intranet has a catalog of bike fines, tips on bike lighting, addresses of many free eBike charging options, a pothole phone, information on winter bike service and a free eBike for public relations work by clubs and organizations.
Loerrach
According to the city, the share of cycling in Lörrach is around 18%.
As part of the agenda process, there was already a working group on cycling in Lörrach, in which improvements were worked out with the participation of IG Velo and the Verkehrsclub Deutschland (VCD). A bicycle traffic concept has existed since 1998 and an integrated traffic concept since 2005 . Lörrach is increasingly relying on so-called alternating protective strips , i.e. protective strips that are alternately painted on the right or left.

So far, only a third of those who frequently cycle in Lörrach feel subjectively safe. There is also a need for action when it comes to protecting against bicycle theft.
In the 2014 Bicycle Climate Test, Lörrach was ranked second in Baden-Württemberg after Filderstadt among cities with fewer than 50,000 inhabitants. Nationwide, Lörrach ranks 25th out of 292 cities in its size class.
Mannheim
In 2017, "Mannheim set important signals for the future of bicycle traffic with the expansion of its cycle traffic network and with the 200th anniversary celebration", was Winfried Hermann's justification for the award. "With the new network, Mannheim has now increased bicycle traffic in the city to 18 percent." "According to the minister, Mannheim has not only pushed ahead with the expansion of the bicycle network, but has also set standards in terms of communication. The city's great commitment to the bicycles' 200th anniversary plays a decisive role here."
Heilbronn
Heilbronn wants to increase the proportion of cycling to 15 percent by 2025.
District of Göppingen
The cycle traffic concept of the district of Göppingen has created a cycle path network that connects all 38 municipalities in the district and has a length of 830 km. The concept from 2011 lists 466 individual measures on 600 pages.
The award was given to the district not only for promoting everyday cycling, but also for expanding the tourist infrastructure.
