Boris Erasmus Palmer (born May 28, 1972 in Waiblingen ) is a German politician ( Bündnis 90 / Die Grünen ). He has been Lord Mayor of the city of Tübingen since 2007 .

Origin, studies and private life

Palmer grew up in Geradstetten and is a son of the fruit farmer Helmut Palmer , who, as a non-party candidate in more than 250 mayoral elections in Baden-Württemberg, gained national fame as the “ Remstal rebel”. As a child, Palmer often accompanied his father in his election campaigns. He is a cousin of the CDU politician Christoph Palmer , who was formerly a member of the state parliament, minister of state , confidante of Prime Minister Erwin Teufel and district chairman of the Stuttgart CDU.

Palmer was classified as gifted and passed his Abitur at the Free Waldorf School in Engelberg in June 1992 with an overall grade of 1.0. Then Palmer completed his community service with the DRK . He then studied history and mathematics from 1993 to 2000 for teaching at the Eberhard Karls University in Tübingen and in Sydney . He completed this course with the first state examination.

He then worked as a research assistant for the parliamentary group of Bündnis 90 / Die Grünen.

Palmer was in a relationship with the green member of the Bundestag and MEP Franziska Brantner . As one of the first mayors in Germany after the birth of their daughter (* 2010), he took out parental allowance for two months from the end of August to the beginning of November 2010 , during which time he left his office. In October 2013, Palmer announced that he and Brantner had split up. In August 2015, Palmer had a son. His life partner Magdalena Ruoffner is a grammar school teacher and is involved in local politics with the SPD. In May 2020 they became parents of another son.

Political activity

During his studies, Palmer was active as a student representative. From 1995 to 2000 he was AStA advisor for environment and traffic at the university . Palmer spoke out in favor of subsequent tuition fees in Baden-Württemberg.

Palmer has been a member of Bündnis 90 / Die Grünen since 1996. From 1997 to 2000 he was a member of the board of the Tübingen district association of his party. In November 2012, he took last place in the election to the party council of Bündnis 90 / Die Grünen and has not been a member of the 16-member body since then.

Member of the State Parliament (2001 to 2007)

Palmer was first elected to the state parliament of Baden-Württemberg in 2001, where he represented the constituency of Tübingen with a second mandate . He was a member of the Committee on Environment and Transport and environmental and transport policy spokesman for the Bündnis 90 / Die Grünen parliamentary group. In the 2006 state elections , Palmer was re-elected as a member of parliament. Palmer's statements were interpreted as an indirect election recommendation in favor of Schuster for the second ballot on October 24th and provoked violent and controversial reactions. On October 22, 2006, Palmer was elected Lord Mayor of Tübingen. Russ-Scherer received 30.2%, other candidates received a total of 19.4%. The turnout was 51.6%. For him, Ilka Neuenhaus moved up in the state parliament.

In the election on October 19, 2014, Palmer was re-elected with 61.7% of the votes in the first ballot, his non-party opponent Beatrice Soltys came with 33.2%. The turnout was 55 percent.

Local climate protection initiative

Palmer's political goals include in particular the implementation and support of global climate protection goals through local measures. Citizen participation

Company car

In a departure from the usual practices in Baden-Württemberg municipalities, Palmer declared at the beginning of 2007 that he wanted to use an environmentally friendly hybrid vehicle from a Japanese manufacturer as a company car in the future . At the end of January 2019, Palmer announced that the city of Tübingen would now itself record so-called “suspicious” refugees on a central list across all authorities. In future, people on this list should be concentrated in a guarded refugee shelter in Tübingen and their freedom of movement should be restricted.

Internal party criticism of Palmer's positions on refugee and immigration policy

In February 2016, the then Green leadership distanced itself from Palmer. The former co-chairman Simone Peter said: "Anyone who demands fences and walls to limit the immigration of refugees is primarily playing into the hands of right-wing agitators."

Handling of citizen inquiries according to the Freedom of Information Act

Relationship with other parties

Black-green coalitions

Palmer is a proponent of black-green coalitions . Before the Baden-Württemberg state elections in 2006, he put this stance into concrete terms by formulating substantive criteria against which such an alliance would have to be measured. However , in view of his socio-political positions, Palmer was hostile to the former Prime Minister of Baden-Württemberg, Stefan Mappus (CDU).

Relationship to the Pirate Party and Liquid Democracy (LD)

Public performances

Palmer is an occasional guest on television shows like Maybrit Illner and is tough but fair and often speaks up on issues of federal and state politics. Palmer is very active on the social media platform Facebook . When he photographed a probably wrongly parked car and depicted it with its license plate, this led to extensive criticism of his handling of private data: For example, the Focus reported under the heading "Facebook pillory: Green mayor telling off parkers". Palmer replied that according to the latest judgments, there was neither a violation of data protection nor an encroachment on personal rights.

In 2019, he exchanged Facebook profiles for a week with Spiegel Online journalist Hasnain Kazim . The hoped-for open dialogue across political rifts does not work on Palmer's Facebook profile, the Stuttgarter Zeitung recognized . Above all, Palmer's supporters have made life difficult for Kazim: "Insults, blanket judgments and poorly reflected statements are increasing."

Use of local police powers

Late in the evening on November 13, 2018, Boris Palmer confronted a student in Tübingen for making a derogatory remark against him. It developed a vocal confrontation, during which Palmer submitting his service card as head of the local police , the police authority took claim for themselves, the personal record of the student as well as its companion uninvolved. Due to a complaint from a witness against Palmer, Government President Klaus Tappeser (CDU) criticized "Palmer's student control". Regarding the photos taken, the district president wrote that “the suitability and proportionality of this measure” should be “viewed critically”. The regional council informed the complainant of this assessment and declared the matter to be closed without further action. Print media such as Die Welt , Stuttgarter Nachrichten , Südwest Presse and Focus interpreted this as a reprimand for Palmer.

Accusation of racist remarks

Palmer's criticism of the behavior of a dark-skinned man

In May 2018, Palmer linked the wrongdoing of a cyclist with his skin color and speculated that it must be an asylum seeker. The Schwäbisches Tagblatt accused him of racism . The divisive behavior is "unworthy" of a mayor of a university town, especially because blacks in Tübingen have recently been exposed to growing hostility. The Tübingen district executive and other politicians from Bündnis 90 / Die Grünen distanced themselves from Palmer's statements. In a subsequent statement, Palmer again commented on the man's "lascivious clothing" and defended his suspicions about his origin. When asked why he had named the man's skin color, he replied: “Because the guy with a bare torso, headphones and incredible audacity curled up around people. That is not right for anyone and for an asylum seeker three times already. ”The Tübingen SPD municipal council group announced that it would not support him again in a future election because these statements were“ close to racist ideas ”. Palmer "contributes to the division of society".

Palmer's criticism of an advertisement for Deutsche Bahn

We reject such an attitude." The federal spokesman for the Greens, Robert Habeck and Annalena Baerbock , criticized Palmer for his statements. The ex-federal chairwoman Claudia Roth told the Augsburger Allgemeine that Palmer's statements were clearly racist and that no one would stop him from looking for a place where he felt more comfortable politically. Other Greens also called for Palmer's resignation.

Palmer's use of a racist term

In May 2021, allegations of racism against Palmer were again raised when he spoke about a conflict between former German national soccer player Dennis Aogo and Jens Lehmann regarding Aogo's activity as a Sky presenter . Palmer referred to the unverified allegation that Aogo had used the word " negro tail" against a woman for sexual purposes. In a Facebook comment he wrote: "The aogo is a bad racist. Has offered women his negro cock *." (Sic!)

The federal chairwoman of the Greens, Annalena Baerbock , described Palmer's statements as "racist and repulsive". Palmer rejected the charge of racism and justified his choice of words with the use of ironic stylistic devices. Winfried Kretschmann , Prime Minister of Baden-Württemberg and member of the Bündnis 90 / Die Grünen party, criticized Palmer's statements: “You simply cannot make such statements. That simply does not work. I also find it unworthy of a mayor to constantly polarize with provocations. ”Palmer is a“ professional ”who must know that irony never works in politics.
