Klaus Tappeser (born August 5, 1957 in Geldern ) is a German politician ( CDU ). He was Lord Mayor of the city of Rottenburg am Neckar (1995–2008) and a member of the state parliament in Baden-Württemberg (2006–2008). Since October 11, 2016, he is President of the Government of the administrative district of Tübingen .

Education, job and private life

Klaus Tappeser, who grew up in Saulgau , studied after his Abitur in 1976 at the Störck-Gymnasium there as part of an obligation as a professional soldier in education at the University of the Federal Armed Forces in Munich and graduated in 1981 with a diploma in education. He completed general staff training at the command academy of the Bundeswehr and became battery chief. After various tasks as a soldier, from 1992 to 1995 he was head of social affairs at the Ravensburg District Office .

After changing the state government in 2011, Klaus Tappeser worked as a freelance economic policy advisor until 2016.

The Catholic Tappeser has been married since 1983 and has two grown children.

From 1995 to 2008 Tappeser was Lord Mayor of the city of Rottenburg am Neckar . In 2003 he was confirmed in his office with 89.58% and for the second time prevailed against Christian Hörburger (9.98%).

From April 2006 to 2008 Tappeser was a member of the state parliament of Baden-Württemberg .

On January 8, 2008, he was appointed Ministerial Director in the Baden-Württemberg Ministry of Science. After the change of government in Baden-Wuerttemberg on May 1, 2011, he was on 20 May 2011 in the active status are added and the Ministry of Science, Research and the Arts of Baden-Wuerttemberg replaced by Simone Schwanitz. Tappeser announced in May 2011 that he wanted to switch to the private sector. Tappeser founded a consultancy for politics and business.

After Rainer Rothfuß suddenly withdrew as a candidate for the mayoral election in the Bavarian district town of Lindau (Lake Constance) , the CSU was able to win Tappeser as a candidate for the mayor's office. In the mayor's runoff election, however, he was defeated by Gerhard Ecker (SPD).

In September 2012 it became known that Tappeser, together with his CDU colleagues Thomas Halder and Albrecht Rittmann, was taking action against the transfer to temporary retirement due to alleged legal defects in the recall as political officials by the newly elected green-red state government . According to the Civil Service Status Act , however, civil servants can “be granted temporary retirement at any time if they hold an office which, when exercised, must be in constant accordance with the fundamental political views and goals of the government”.

In January 2013 it was announced in the Südkurier that Tappeser wanted to move into the next European Parliament in the 2014 European elections via a secure list position for the CDU . But Tappeser was defeated by his opponent Norbert Lins in the nomination within the party with one vote difference.

In April 2015, Tappeser in the constituency of Tübingen-Rottenburg was nominated by a clear majority as a candidate of the CDU for the state elections in Baden-Württemberg in 2016 . In the election he was defeated by the Green candidate Daniel Lede Abal .

In the course of the change of government in the state of Baden-Württemberg in 2016, Klaus Tappeser was appointed President of the Tübingen District on June 1, 2016 and has been in office since October 11, 2016. His predecessor Jörg Schmidt (SPD) filed an objection to the Sigmaringen Administrative Court , which was rejected on July 14, 2016. On October 11, 2016, Prime Minister Winfried Kretschmann officially appointed Tappeser as President of the Government.

Political party

Tappeser was district chairman of the CDU Tübingen from 1997 to 2016 and a member of the Tübingen district council from 1999 to 2016.

Volunteering

From 2001 to 2016, Tappeser was honorary President of the Württemberg State Sports Association and Vice President of the State Sports Association of Baden-Württemberg . On June 4, 2016, Tappeser was unanimously confirmed for a further four years by the general meeting of the Württemberg State Sports Association. When Tappeser took up his post as President of the Tübingen government, he resigned from both posts. On June 23, 2018 he was appointed Honorary President of the Württemberg State Sports Association.
