The fire service in Saxony-Anhalt is organized in a similar way to that in other German countries. According to Art. 30 GG and Art. 70 GG, the legislative competence lies with the states. The Fire Protection and Assistance Act of the State of Saxony-Anhalt (BrSchG for short) is the legal basis for fire fighting in Saxony-Anhalt.

According to § 2 BrSchG, every municipality in Saxony-Anhalt has to set up, equip, maintain and deploy an efficient fire brigade and equip it with the necessary structural systems and facilities, as well as ensure an adequate supply of extinguishing water. That means the community is the carrier of the fire brigade in Saxony-Anhalt.

The districts are superordinate to the municipality as the supervisory authority, they monitor whether the municipalities fulfill their tasks according to § 2 BrSchG. In addition, the districts according to Section 3 BrSchG has the task of ensuring the training and advanced training of fire brigade members at district level as well as the establishment of a constantly manned operations control center and a fire brigade control center for the maintenance and testing of vehicles, devices and materials. This is also possible in association with other districts and urban districts . The districts are also obliged to set up units for special missions. You can equip the fire brigades from your circle with the vehicles and equipment they need.

The independent cities and municipalities with a professional fire brigade represent a specialty. § 4 BrSchG the tasks of the districts as well as the municipalities. Only the task as a supervisory authority is omitted here. In these cases, the country is the supervisory authority.

The State of Saxony-Anhalt, in this case the Ministry of the Interior of Saxony-Anhalt, has the task of 5 BrSchG to set up and maintain a state fire brigade school and to conduct fire research. Fire research in Saxony-Anhalt is carried out at the fire service institute in Heyrothsberge . The Ministry of the Interior also has authority over the allocation of radio frequencies. In individual cases, if there is an urgent public interest, the state can issue instructions to the responsible authorities in dangerous situations that go beyond the territory of a rural district or an urban district or that require special measures due to their nature.

Types of fire brigade

Fire departments in Saxony-Anhalt according to § 6 BrSchG only professional fire brigades , volunteer fire departments , fire brigades and mandatory fire departments . Company fire brigades as in other federal states are not legally permitted.

Professional fire brigade

The provisions for setting up a professional fire brigade are regulated in Section 7 BrSchG. Accordingly, independent cities are obliged to have a professional fire brigade; all other municipalities can set up a professional fire brigade. In Saxony-Anhalt there are three independent cities Magdeburg , Dessau-Roßlau and Halle (Saale) . Beyond these three cities there are no voluntarily established professional fire departments. Saxony-Anhalt now has three professional fire brigades in five bases. The professional firefighters are employed as civil servants by the fire service providers.

Volunteer firefighter

Saxony-Anhalt has 1,501 volunteer fire brigades with 1,622 bases. The voluntary fire brigades have not been broken down into base fire brigade , specialty fire brigade and fire brigade with basic equipment for several years. The need for vehicles and equipment is determined on the basis of a risk analysis, whereby the ordinance on the minimum strength and equipment of the volunteer fire brigades stipulates a lower limit for the needs of the municipalities.

A volunteer fire brigade can consist of several departments:

  • Active department, from 16 to 67 years (only from the age of 18 may participate in the assignment)
  • Age department
  • Honorary Department
  • Youth fire brigade, from the age of 10
  • Children's fire brigade, from the age of 6.

Plant fire brigade

The provisions for setting up a plant fire brigade are regulated in Section 12 BrSchG. Accordingly, companies or public institutions in which there is an increased risk potential can be obliged to set up a plant fire brigade. In total there are 20 such works fire brigades in Saxony-Anhalt, which operate 31 bases, 15 of which are permanently manned.

Fire service ranks

Which ranks there are in the volunteer fire brigades in Saxony-Anhalt and which prerequisites must be met is regulated in the career ordinance of the volunteer fire brigade Saxony-Anhalt and the design of the rank badges in the ordinance on the uniform of the fire brigades. The ranks of the volunteer fire brigade do not result in any superior or subordinate relationship, but are only an award for the courses completed.

Associations

The umbrella organization of the fire brigades in Saxony-Anhalt is the " Landesfeuerwehrverband Sachsen-Anhalt e. V. ". As a state fire brigade association, it is a member of the German Fire Brigade Association (DFV). Its members are the respective fire brigade associations of the respective districts and independent cities.

Accident insurance

The fire department accident insurance center is responsible for the insurance of work accidents of the fire services. The fire department accident insurance company as the sole fire department-specific insurance carrier. The fire brigade accident insurance center introduces all accident prevention regulations (abbreviation: GUV-V), rules (GUV-R), information (GUV-I) and principles (GUV-G) adopted at federal level, compliance with which is largely binding for the fire services.

Regional institutions

Every district and city in Saxony-Anhalt is obliged to set up and maintain a fire-fighting center . This includes breathing apparatus training systems , breathing apparatus workshops or hose washing systems , training rooms for the district training courses. Special vehicles of the district can also be accommodated there, which can be requested for special missions.

The state institute for fire and disaster control in Heyrothsberge was set up by the state for training from group leaders and for some special courses and seminars . A fire brigade school was first founded there on May 22, 1938 and has been a school location for the fire brigade in Saxony-Anhalt since then.
