Frank Schira

Frank Thorsten Schira (born April 14, 1964 in Hamburg ) is a German politician ( CDU ). From 1997 to 2015 he was a member of the Hamburg Parliament , from 2011 as its first vice-president. From 2008 to March 2011 he was parliamentary group leader of his party in the Hamburg parliament and from 2010 to 2011 regional chairman of the CDU Hamburg .

Life

Frank Schira grew up in Hamburg-Steilshoop in the Wandsbek district . In his youth he worked as an altar boy and graduated from high school in 1986 at the state commercial school with business school in Wendenstrasse . He then completed a commercial apprenticeship in Hamburg in 1988 with the qualification as an office clerk . Until 2008 he worked as a commercial clerk in the private retirement home Residenz an der Mühlenau of the former member of parliament Michael Fuchs in Eidelstedt .

Schira joined the Junge Union Hamburg in 1979 and the CDU a year later. He was CDU chairman in the Alstertal and district chairman of the CDU in Wandsbek. From 1993 to 1997 he was a member of the Wandsbek district assembly .

Since October 8, 1997 he was a member of the Hamburg Parliament . From 2001 to 2004 he was parliamentary managing director and social policy spokesman for the CDU parliamentary group . From 2004 he was parliamentary group vice-chairman and in March 2008 he replaced Bernd Reinert as chairman of the CDU parliamentary group.

Frank Schira sits on the Social Committee and the Constitutional Committee as well as the Special Committee on Administrative Reform and is the specialist spokesperson for social affairs for his parliamentary group.

Since the Hamburg Senator for Finance Michael Freytag unexpectedly announced at a state members' meeting on March 1, 2010 that he would step down from all his political offices, the CDU state executive unanimously elected Schira as provisional state chairman of the CDU in Hamburg on the same day. On June 26, 2010, the state party conference elected him into office with 87%.

After Ole von Beust announced his resignation on July 18, 2010 , he and Schira proposed to the CDU state executive that the incumbent Interior Senator Christoph Ahlhaus be elected as Beust's successor. The state executive accepted this proposal unanimously.

In the 2011 mayor election, Schira was given a mandate for citizenship via second place on the state list. However, after the CDU's election defeat on February 21, 2011, he announced his resignation as state chairman. At the constituent meeting of the Hamburg Parliament on March 7, 2011, he was elected First Vice President of the Hamburg Parliament.

In the 2013 federal election , Schira was a direct candidate for the CDU in the Wandsbek constituency , but received fewer votes than Aydan Özoğuz from the SPD . Schira was not represented on the state list after losing to Dirk Fischer and Jürgen Klimke in the votes for places four and five on the list .

In September 2014 he was defeated by Henri Schmidt when drawing up the state list for the 2015 mayor elections and subsequently resigned from his position as district chairman of the CDU in Wandsbek.
