The qualification for the European Football Championship for women in 1991 took place from September 9, 1989 to October 21, 1990 . All registered national teams had to go through the qualification, because the host of the final tournament was only determined at short notice from among the four qualified teams after completion.

A total of 18 national teams took part in the qualification. The selection teams were divided into two groups of three and three groups of four teams. Within the groups, each team played each other twice. The group winners and the runners-up in the groups of four qualified for the quarter-finals. There the four final round participants were determined in the first and second leg.
Poland participated for the first time, Northern Ireland again after a break, but this time Scotland did not take part in the qualification.
