The qualification took place in three rounds. Only the eight weakest national teams contested the first qualifying round. They were divided into two groups of four teams each, which played out two participants in the second qualifying round in mini-tournaments.

In the second qualifying round, the two group winners of the first round and the 36 seeded teams formed four groups of five teams each and three groups of six each. Within each group, each team played one home game and one away game against each other. The group winners and the best runner-up in the group qualified directly for the final round of the European Championship. To determine the best runners-up in the group, only the matches against the first, third, fourth and fifth of the respective group were taken into account.

In the third qualifying round, the six remaining runners-up determined the remaining three final round participants in playoffs.

2nd qualifying round

The draw for the second qualifying round was held on March 14, 2011 in Nyon. The 38 teams were divided into five pots according to the respective coefficients of the national teams. A total of seven groups were drawn: three groups with six and four groups with five teams. As the Football Association of Bosnia and Herzegovina was threatened with expulsion from UEFA, the national team was automatically placed in sixth place in Group 1. This was to prevent a group of five from being reduced to a group of four. The pots looked like this:

  • Pot A: Germany, Norway, England, France, Italy, Denmark and Finland
  • Pot B: Russia, Netherlands, Iceland, Spain, Ukraine, Scotland and Czech Republic
  • Pot C: Switzerland, Poland, Republic of Ireland, Austria, Belgium, Belarus and Slovenia
  • Pot D: Hungary, Serbia, Portugal, Greece, Slovakia, Romania and Wales
  • Pot E: Bulgaria, Northern Ireland, Turkey, Israel, Estonia, Croatia, Kazakhstan, Bosnia and Herzegovina, Armenia and Macedonia

The seven group winners and the best runner-up qualified directly for the final round. The other runners-up identified three more participants in playoffs with a return leg. The playoffs were for the 20./21. and 24./25. Terminated October 2012.

To determine the best runners-up in the group, only the games against the first, third, fourth and fifth were counted in the groups of six.

Color index:

  • green background color = placement entitles you to participate in the European Championship finals
  • orange background color = placement entitled to participate in the play-offs
  • light pink background color = teams could not qualify
  • dark pink background color = results against these teams were not taken into account in the groups of 6 when determining the best runners-up in the group.
