2017 European Women's Football Championship / Qualification

The qualifying matches for the finals of the 2017 European Women's Football Championship were played from April 4, 2015 to October 25, 2016. 46 of the 54 UEFA members played for 15 places in the finals in the Netherlands , which will be played for the first time with 16 teams. The host selection was automatically qualified. The associations from Armenia , Azerbaijan , Bulgaria , Gibraltar , Liechtenstein , San Marino and Cyprus did not report any team . For the first time, the associations of Albania , Andorra , Moldova and Montenegro reported their teams. Albania and Montenegro had already taken part in the qualification for the 2015 World Cup and Moldova had already taken part in category B of the qualification for the 2007 World Cup in order to get the chance to start the next qualification in the A category, which was then abolished.

The qualification took place over three rounds. Only the eight weakest national teams contested the first qualifying round. They were divided into two groups of four teams each, which played out two participants in the second qualifying round in mini-tournaments.

In the second qualifying round, the two group winners of the first round and the 38 seeded teams formed eight groups of five teams each. Within each group, each team played one home game and one away game against each other. The group winners and the six best runners-up in the group qualified directly for the finals of the European Championship. The two worst runners-up played in the play-offs of the third qualifying round for the last free place in the final round.

If two or more teams in a group had the same number of points after completing a mini-tournament, the placement was determined according to the following criteria in this order:

a. higher number of points from direct encounters between the teams in question;
b. better goal difference from the direct encounters between the teams in question;
c. higher number of goals scored from direct encounters between the teams in question;
d. if, after applying criteria a) to c), several teams still have the same rank, criteria a) to c) are reapplied, but only to the matches between the teams in question, in order to determine their final rankings. If this procedure does not lead to a decision, criteria e) to h) are applied;
e. better goal difference from all group games;
f. higher number of goals scored from all group games;
G. lower total number of penalty points based on the yellow and red cards received in all group matches (red card = 3 points, yellow card = 1 point, expulsion after two yellow cards in one game = 3 points);
H. Position in the UEFA women's national team coefficient ranking used for the preliminary round draw

If two teams met in the last group match with the same number of points, goal difference and the same number of goals, and the match in question ended in a draw, their final placement will be determined by penalty shoot-out, provided that no other team in the same group is the same after the group matches have been completed Number of points. If more than two teams had the same number of points, the above criteria were applied. This procedure was only required when the ranking of the teams was critical.

To determine the best runner-up, only the results against the first and third-placed teams were evaluated. The following criteria applied in this order:

a. higher score;
b. better goal difference;
c. higher number of goals scored;
d. lower total number of penalty points based on yellow and red cards received (red card = 3 points, yellow card = 1 point, expulsion after two yellow cards in one game = 3 points);
e. Position in the UEFA women's national team coefficient ranking used for the preliminary round draw (see Appendix B.1.2a).

1st qualifying round

The first qualifying round was drawn on 19 January 2015 at UEFA headquarters in Nyon . The hosts of the mini-tournaments are marked in bold . The November 2014 UEFA coefficient is shown in brackets. For Moldova, the qualifying matches were the first international matches since 2006, and for Andorra the first ever competitive matches.

The tournament on the island of Malta took place from April 4th to 9th, 2015.

2nd qualifying round

The draw for the second qualifying round was held in Nyon on April 20, 2015. A total of eight groups with 5 teams each were drawn. The group matches took place between September 14, 2015 and September 20, 2016. The eight group winners and six of the best runners-up qualified directly for the final round.

The other two runners-up found the 16th participant in play-offs (3rd qualifying round) with a return leg. To determine the best runners-up in the group, only the games against first, third and fourth were counted.

Group 1

In Group 1, the only group without a participant in the 2015 World Cup , Iceland is the only team that has already qualified for European Championship finals and Scotland is the team that has played the most international matches so far. Iceland and Scotland have met eight times so far, most recently in June 2013, but only twice in competitive games (1992 in qualifying for the European Championship in 1993 ). The record speaks with four wins with two draws and two defeats for Iceland. The Icelanders have met twice in Belarus, and both games were won in qualifying for the 2007 World Cup . In contrast, the balance against Slovenia is balanced: there was one victory and one defeat in qualifying for the European Championship 2009 . Like Scotland, Iceland have never played against Macedonia. The Slovenians, on the other hand, already played a friendly against Macedonia in 2005, which they won 7-1 and thus achieved their highest international win. The Slovenians, on the other hand, have never played against Scotland and the Scottish women also played against Belarus once and only managed to score 2-2 in September 2000. Belarus and Macedonia played against each other in qualifying for the 2011 World Cup, with the Belarusians scoring six goals in both games.

Group 2

Of the five teams in Group 2, Finland and Portugal have played against each other the most, mostly in the Algarve Cup , where they met six times in the game for 7th place. With five wins, two draws (both decided on penalties) and four defeats, the Finns are just ahead of the game. Spain, on the other hand, have only met Finland three times, won once in qualifying for the 2007 World Cup and, as well as in a friendly match, played once against the Northern Europeans. The Spaniards also have a positive record against Ireland with two wins and one defeat (both won the away games against each other in qualifying for the European Championship 1993 ). In contrast, there have only been two friendlies against neighboring Portugal, each team winning one - but not yet a competitive game. In contrast, the Spaniards meet Montenegro for the first time in this qualification. Montenegro has not yet played against the other group opponents either. With the exception of Spain, Ireland has only played against Finland so far, most recently losing the game for 7th place at the Cyprus Cup in 2013 . Before that, there was a friendly game in 1987 that ended goalless.

Group 3

Of the teams in Group 3, Greece and Romania have played against each other most often: Romania won eight times, four games ended in draws and the Greek women won three times. The Romanians have also played against Ukraine several times, but could only win twice and draw three times, but lost four times. Greece and Ukraine, on the other hand, only played against each other twice, both games in qualifying for the 2007 World Cup were won by Ukraine. France played against all opponents apart from Albania and won all games: twice in qualifying for the 2003 World Cup against Ukraine, four times against Greece, including two games in qualifying for the Euro 2009 , and a friendly match against Romania in 2012. Albania has only played against Greece so far, winning once and losing once.

The French were the first team to qualify early for the European Championship finals in mid-April 2016, with two games still to go.

Group 4

Group 4 is Denmark and Sweden, the two teams that have met most often in Europe so far. The Swedes were able to win 29 times in 52 games, the Danes were victorious eleven times, 12 games ended in a draw, the last time in a friendly game on April 8, 2015. Against Poland and Slovakia, they both won all games. Denmark twice against Poland in qualifying for the 2007 World Cup and against Slovakia in qualifying for Euro 2009 , the Swedes a total of four times against Poland in qualifying for Euro 1991 and the 2015 World Cup and twice against Slovakia in qualifying for the EM 1995 . Neither have played against Moldova, as have Poland and Slovakia. Poland and Slovakia have played against each other seven times, the Poles have won four times, two games have ended in a draw and the Slovaks have only won once.

Group 5

Defending champions Germany met Russia and Croatia, as last in qualifying for the 2015 World Cup , when Germany won all their games. In total there were 14 wins and two draws against Russia and four wins against Croatia. Hungary was the only one of the four group opponents to whom Germany lost once, almost 30 years ago in the first few years of the national team in the Hungarians' first international match. Then there was a draw and five wins, u. a. in qualification for the European Championships in 1989 and 1991 . Turkey was the opponent in three games, including twice in qualifying for the EM 2013 , with Linda Bresonik scoring the 1000th international goal for the German team. In qualifying for the 2015 World Cup, the only games so far between Russia and Croatia that the Russians both won took place. FIFA counts the Hungarians' game against the Soviet team on October 6, 1991 as part of the European Championship qualification as the first game of the Russians. There were also three wins for Russia and a draw between the two. The Russians have never played against Turkey. Hungary, on the other hand, has already played six games against the Turks, all of which were won, all during qualifying for the European Championships in 1997 and 2001 and the 2003 World Cup , but in the B category.

Germany qualified as the second team for the final round on April 12, 2016, as Russia could get a maximum of 17 points after the 3: 3 in the home game against Hungary due to the games still open.

Group 6

The Italians have played against Switzerland 21 times so far, which makes them the most common opponent of the Swiss, and have won 18 times. Two games ended in a draw, one defeat in 1980. All six games were won against the Czech Republic, most recently in qualifying for the 2015 World Cup . There was only one game against Northern Ireland, in 1979 at the unofficial European Championship that was won 4-0. Like Switzerland and the Czech Republic, Italy have never played against Georgia. Only Northern Ireland played once against Georgia, in the first qualifying round for the European Championship 2009 , with Northern Ireland winning 4-0. In contrast, Northern Ireland lost all three games played so far against Switzerland, two of them in the game for 11th place in the Cyprus Cup . Northern Ireland and the Czech Republic only played against each other twice, both games in qualifying for the 2009 European Championship were won by the Czechs, who in 2007 also won the only game against the Swiss so far.

Thanks to the Czech victory against Northern Ireland on June 7th, the Swiss women were the group winners, as Italy was able to catch up with the Swiss women on points at the time, but lost the direct comparison and neither Northern Ireland nor the Czech Republic could outperform Switzerland.

Group 7

England have never played against Estonia or Bosnia and Herzegovina, against which the first two games will be played. There were nine games against Belgium, England won seven, lost one and ended in a draw. The last games against Belgium took place 20 years ago in the qualification for the European Championship and World Cup in 1995 . The last games against Serbia, which were played during the European Championship qualification in 2013 , are fresher . England started the qualification with a 2: 2, then won the second leg 2: 0 and qualified for the European Championship in the other games. Belgium, on the other hand, have not yet played against any of the other group opponents apart from England. There was only one game between Bosnia-Herzegovina and Serbia, which Serbia won 1-0 in November 2014. Serbia has so far been the only one of these group opponents to play against Estonia and both have won one game each in qualifying for the 2011 World Cup .

Group 8

Norway, Israel and Austria already played in one group in qualifying for the European Championship 2009 , Norway won all games against both, Austria both games against Israel. Against Wales, the Norwegians have only played one game at the 2012 Algarve Cup for 7th place, which they won 3-0. Norway is the only team in this group to have never played against Kazakhstan. Austria played against Kazakhstan for the first time in the last World Cup qualification and won both games. Since then, the Kazakh women have not played a game. Wales were opponents in qualifying for the EM 2001 and the 2003 World Cup , but in category B, where Austria won the games in Wales but only played a draw in the home games. Israel and Kazakhstan met in qualifying for the EM 2005 (Wales, which was also drawn from the groups, had withdrawn at the time) and in qualifying for the 2011 World Cup . Israel won three games and drew once against the Kazakh women. Wales and Kazakhstan met each other only once, in the first qualifying round for the Euro 2009 at a tournament in Macedonia and Wales won the decisive game for the group victory 2-1 to qualify for the second round.

The main qualification began with the Austrians' game in Kazakhstan. Nicole Billa scored both goals for a 2-0 win , making her the first goal scorer in the main qualification.
