  • The qualifying matches for the finals of the European Women's Football Championship 2009 took place from November 18, 2006 to October 2008. 45 of the 52 UEFA members at the start of qualifying played for eleven places in the finals in Finland . The selection of the host is automatically qualified. For the first time Azerbaijan , Luxembourg and Macedonia took part in a European Championship qualification. The associations from Albania , Andorra , Liechtenstein , Moldova , San Marino and Cyprus did not register any team , while Montenegro was not yet a UEFA member at the time of the registration deadline.

    The qualification took place in three rounds. Only the 20 weakest national teams contested the first qualifying round. They were divided into five groups of four teams each, which played out five participants in the second qualifying round in mini-tournaments.

    In the second qualifying round, the five group winners of the first round and the 25 seeded teams formed six groups of five teams each. Within each group, each team played one home game and one away game against each other. The group winners qualified directly for the finals of the European Championship.

    In the third qualifying round, the six runners-up and the four best thirds in the group determined the remaining five participants in the final. For the calculation of the best third in the group, only the matches against the first, second and fourth of the respective group were taken into account.

    1st qualifying round

    The first qualifying round was drawn on October 9, 2006 at UEFA headquarters in Nyon . The hosts of the mini-tournaments are marked in bold .

    3rd qualifying round

    The third qualifying round games took place from October 25th to 30th, 2008. In this round, the runners-up as well as the four third-placed group took part. The four thirds in the group were drawn to the four runners-up in the group, with the runners-up in the second leg having home rights. Teams from the same group in the 2nd qualifying round were not allowed to meet in the 3rd qualifying round. The two worst runners-up in the group, the Netherlands and Spain, had to compete against each other in any case. The draw determined which team enjoyed home rights in the first leg.

    At the draw on October 6, 2008, the ten teams were divided into three pots:

    • Pot 1: Iceland, Italy, Russia, Ukraine (four point best group runners-up)
    • Pot 2: Ireland, Scotland, Slovenia, Czech Republic (four point thirds in the group)
