In the pre-qualification the two worst teams played in order to qualify for the qualification. The qualifying round was played in a group stage and a knockout round. The winner of the qualification took part in the final round. The East Asian champions were determined through group matches.
The tournament winner received $ 500,000 as a prize. The second got $ 300,000, the third got $ 200,000 and the last group got $ 150,000.
The Olympic Sports Center in Chongqing in the People's Republic of China was the venue for all final tournament games . Guam thus qualified for the qualification of the East Asian Football Championship. The Northern Mariana Islands took 10th place in the overall tournament ranking.
