As a minister he tried quality development at school (program "Good School" reorganization of Gymnasiale school with six majors take advanced courses s) and the profile of the scientific community in the Baltic interconnection of the European Union (ScanBalt, Baltic Sea Health Region, Biocon Valley) to promote. The upper level reform of 2006 was withdrawn again in 2019 because the results were too poor without advanced courses. The concentration of courses in teaching at individual locations (elementary school teaching degree in Rostock) or the complete cancellation (vocational school teaching degree) led to a considerable shortage of teachers in the state in the long term. The same applies to lawyers who are only trained in Greifswald.
